FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. If a station employment unit employs fewer than five full-time employees, no equal employment opportunity program information need be filed. If a station employment unit is filing a combined report, a copy of the report must be filed with each station's renewal application.

A copy of this report must be kept in the station's public file. These actions are required to obtain license renewal. Failure to meet these requirements may result in sanctions or license renewal being delayed or denied. These requirements are contained in 47 C.F.R. The purpose of this document is to provide broadcast licensees, the FCC, and the public with information about whether the station is meeting equal employment opportunity requirements.

GENERAL POLICY
A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

RESPONSIBILITY FOR IMPLEMENTATION
A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

KBEW BROADCASTER WILLIE O'JANS SPOKE T A GROUP OF ABOUT 15 YOUG PEOPLE REGARDING THE BROADCAST INDUSTRY. INCLUDED IN THE DISCUSSION WAS THE FOLLOWING: AN OVERVIEW OF RADIOIN SMALLER MARKERTS, CAREERS IN BROADCASTING AND BROADCAST JOURNALISM, WAYS KBEW AM/FM SERVE THE COMMUNITY WITH VARIOUS PROGRAMMING, A BRIEF DESCRIPTION OF ON-AIR PROCEDURES AND HOW TO SPEAK ON RADIO. HE SPOKE TO THEM ABOUT SERVICES PROVIDED BY KBEW AM/FM, THE PROGRAMMING AND THE STATIONS' HISTORY. HE ALSO SPOKE ABOUT CAREERS IN RADIO BROADCASTING AND ANSWERED STUDENT AND STAFF QUESTIONS. 3/4/04

2.KBEW GENERAL MANAGE KEVIN BENSON SPOKE WITH THE 6TH GRADE STUDENTS AND STAFF AT THE BLUE EARTH AREA SCHOOLS WINNEBAGO SITE. APPROXIMATELY 80 STUDENTS ATTENDED. HE SPOKE TO THEM ABOUT RADIO STATIONS IN GENERAL, HOW THEY OPERATE, HOW THEY ARE REGULATED, HOW KBEW AM/FM ARE PROGRAMMED AND HOW THEY SERVE THE PUBLIC'S INTEREST. HE ALSO SPOKE TO THEM ABOUT CAREERS IN BROADCASTING AND SHOWED A VIDEO ON CAREER OPPORTUNITIES. HE ALSO ANSWERED STUDENTS AND STAFF QUESTION. 10/28/04

3. KBEW-98 COUNTRY BROADCASTER WILLIE O'JANS SPOKE TO THE 10TH GRADE CREATIVE WRITING STUDENTS AND STAFF AT THE UNITED SOUTH CENTRAL HIGH SCHOOL IN WELLS. APPROXIMATELY 25 STUDENTS ATTENDED. HE DISCUSSED WITH THEM HOW RADIO STATIONS OPERATE, HOW HE BECAME INTERESTED IN BROADCASTING, A HISTORY OF KBEW AM/FM. HE ALSO SPOLE TO THEM ABOUT CAREERS IN BROADCASTING AND SHOWED A VIDEO ON CAREER OPPORTUNITIES IN RADIO AND TELEVISION. A NUMBER OF QUESTIONS REGARDING BROADCASTING AND HOW KBEW AM/FM SERVE THE PUBLIC INTEREST WERE ALSO DISCUSSED. 11/08/04

4. KBEW NEWS DIRECTOR NORM HALL SPOKE TO 9TH GRADE STUDENTS AT MAPLE RIVER HIGH SCHOOL IN MAPLETON. APPROXIMATELY 23 STUDENTS AND STAFF ATTENDED. HE DISCUSSED VARIOUS ASPECTS OF RADIO BROADCASTING, INCLUDING THE DUTIES OF THE NEWS DIRECTOR, HOW SMALL MARKET RADIO WORKS, WHAT PERSONNEL PERFORMS WHAT DUTIES AND THE COVERGE AREA FO THE RADIO STATIONS. ALSO DISCUSSED WAS HOW KBEW AM/FM SEVE THE COMMUNITIES WITH SEVERE AND EMERGENCY WEATHER INFORMATION AND OTHER INFORMATION. NORM ALSO SHOWED A VIDEO ON CAREERS IN BROADCASTING AND DISCUSSED JOB OPPORTUNITIES IN RADIO AND WHAT TYPE OF EDUCATION WAS NEEDED. 11/9/04

5. KBEW AM/FM BROADCAST RADIO ADS PROMOTING THE MN BROADCASTERS JOB FAIR HELD AS PART OF THE MN BROADCASTERS ANNUAL CONVENTION.
