PEAK BROADCASTING OF FRESNO LICENSES, LLC (PEAK BROADCASTING) , THE LICENSEE OF KMJ(AM), RESPECTFULLY REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE FROM THE KMJ AUXILIARY TRANSMITTER SITE AT KERMAN CALIFORNIA (BMXL 20020509ABQ) AT A POWER OF 5 KILOWATTS UTILIZING A NON-DIRECTIONAL ANTENNA WHILE REPAIRS ARE MADE TO THE KMJ MAIN TRANSMITTER SITE.

KMJ PRESENTLY OPERATES WITH A POWER OF 50 KILOWATTS USING THE SAME DIRECTIONAL PATTERN 24 HOURS A DAY FROM A SITE LOCATED 26 MILES EAST OF FRESNO NEAR THE COMMUNITY OF ORANGE COVE, CA. DAMAGE TO GUY WIRE INSULATORS (SEE REQUEST FOR STA FOR OPERATION DATED 2/20/07) REQUIRES THAT INSULATORS BE REPLACED ON ALL GUY WIRES ON THE FOUR TOWER ARRAY.

DUE TO RF EXPOSURE CONCERNS AT THE MAIN KMJ SITE, THE DIFFICULTY OF WORKING WITH LONG STEEL CABLES IN A HIGH RF FIELD, THE NEED FOR KMJ TO MAINTAIN SERVICE TO THE PUBLIC, AS WELL AS CONTINUE TO FUNCTION AS THE EAS LP-1 FOR A SIX COUNTY AREA, PEAK BROADCASTING REQUESTS PERMISSION TO OPERATE THE KMJ KERMAN AUXILIARY SITE AT 5 KILOWATTS NON-DIRECTIONAL WHILE THE REPAIRS ARE UNDERWAY AT THE MAIN KMJ SITE.

THE KMJ AUXILIARY TRANSMITTER SITE AT KERMAN, CA IS LOCATED 16 MILES WEST OF FRESNO AND IS PRESENTLY LICENSED FOR OPERATION AT 500 WATTS NON-DIRECTIONAL. THIS FACILITY SERVED AS THE MAIN KMJ TRANSMITTER SITE FROM 1941 UNTIL 2002 AND WAS LICENSED TO OPERATE WITH 5 KW ND1 UNLIMITED. THE PRESENTLY CONTEMPLATED TEMPORARY OPERATION WOULD BE IDENTICAL TO THE FORMERLY LICENSED OPERATION AND AS SUCH, THERE SHOULD BE NO INTERFERENCE CONSIDERATIONS.

IT IS EXPECTED THAT REPAIR WORK AT THE MAIN KMJ SITE WILL TAKE LESS THAN 30 DAYS TO COMPLETE.
