PARAMATERS AND, IF NECESSARY, POWER WILL BE ADJUSTED TO MAINTAIN THE STATION'S MONITOR POINTS AT VALUES BELOW THE LIMITS SPECIFIED IN THE STATION'S LICENSE.

Description:
BASIS FOR REQUEST

THIS IS A REQUEST FOR AN STA TO OPERATE THE STATION WITH A NIGHTTIME PATTERN WITH PARAMETERS AT VARIANCE WHILE MAINTAINING MONITOR POINTS BELOW LIMITS. THE BASIS FOR THE STA REQUEST IS THAT THE HOUSTON AREA HAS, OVER THE RECENT MONTHS, HAD SIGNIFICANT AMOUNTS OF RAINFALL. THIS RAINFALL HAS FLOODED A PORTION OF THE KGOL TRANSMITTER SITE IN THE VICINITY OF THE TOWERS USED FOR THE STATION'S NIGHTTIME TRANSMISSIONS. THE FLOODWATERS HAVE LEAKED INTO CERTAIN PARTS OF THE UNDERGROUND TRANSMISSION LINE AND CONTROL CABLES, THEREBY IMPACTING ON THE NIGHTTIME PATTERN OF KGOL. IN ORDER TO RECTIFY THIS OPERATIONAL PROBLEM, KGOL MUST RUN NEW CABLE THAT WILL REPLACE THE EXISTING, DAMAGED CABLE. HOWEVER, KGOL CANNOT DO SO UNTIL THE SITE HAS DRIED OUT AND CREWS CAN OPERATE IN THE VICINITY OF THE AFFECTED TOWER AREAS. KGOL WISHES TO CONTINUE TO OPERATE IN SERVICE TO THE PUBLIC AND REQUIRES AN STA IN ORDER TO DO SO AS IT UNDERTAKES ITS REPAIR AND RECONSTRUCTION EFFORTS.
