NIGHTIME PARAMETERES AT VARIANCE

ONE OF THE THREE SPECIFIED MONITOR POINTS READS HIGH. (THE POINT THAT READS HIGH IS SYMMETRICAL ABOUT THE AXIS OF THE TWO TOWERS WITH A POINT THAT READS NORMALLY.)

THERE IS REASON TO QUESTION OTHER FACTORS INVOLVED WITH THE ANTENNA.

PERMISSION IS REQUESTED TO OPERATE THE NIGHTTIME ARRAY WITH A COMMON POINT CURRENT OF 4.35 AMPERES INSTEAD OF THE AUTHORIZED 4.65 AMPERES, AND THE OTHER ARRAY OPERATING PARAMETERS AT VARIANCE WITH THE LICENSE SPECIFICATIONS AS REQUIRED TO MAINTAIN THE MONITOR POINT INTENSITY READINGS WITHIN THE LICENSED LIMITS.

THIS AUTHORITY IS REQUESTED TO ALLOW TIME TO INVESTIGATE AND CORRECT THE CAUSE OF THE HIGH READINGS ON THE 207.3 DEGREE RADIAL. (THE 304.7 DEGREE RADIAL IS SYMMETRICAL ABOUT THE TOWER AXIS WITH THE 207.3 RADIAL, BUT READS NORMALLY.)

VARIANCE SOUGHT

THIS PROPOSAL IS TO CONTINUE TO USE THE LICENSED ANTENNAS AS FOLLOWS.
   A. DAYTIME WILL BE IN ACCORDANCE WITH THE LICENSE EXCEPT THAT THE INDIRECT METHOD OF POWER DETERMINATION MAY BE USED WHILE THE BASE CURRENT METER IS REMOVED FOR RECALIBRATION.
   B. NIGHTTIME OPERATION WILL USE THE LICENSED ARRAY, BUT WITH THE COMMON POINT INPUT POWER REDUCED AND THE PHASE AND RATIOS MAINTAINED AS CLOSE AS POSSIBLE TO THE LICENSED VALUES BUT ADJUSTED AS REQUIRED TO MAINTAIN THE MONITOR POINT FIELD INTENSITIES WITHIN THE REQUIRED LIMITS.
   C. TO ASCERTAIN THE FUNDAMENTAL CAUSE OF THE HIGH MONITOR POINT READING[S] AND APPROPRIATE CORRECTIVE ACTIONS, A PARTIAL PROOF IS BEING PERFORMED ON THE AFFECTED RADIAL AND ANY OTHER RADIALS DEEMED ADVISABLE. A SET OF RELIABLE READINGS HAS NOT YET BEEN OBTAINED UNDER ENVIRONMENTAL CONDITIONS SIMILAR TO THOSE WHEN THE ORIGINAL PROOF WAS DONE BECAUSE OF SEVERE WEATHER SINCE LAST FALL. MORE TIME IS THEREFORE REQUESTED.
