EXPLANATION OF STA EXTENSION REQUEST

CITADEL HAS BEEN IN THE PROCESS OF REPLACING WNBF'S SAMPLE LINES DUE TO THEIR AGE AND CONDITION. IN ORDER TO KEEP THE STATION ON THE AIR DURING THIS PROCESS, IT HAS BECOME NECESSARY TO OPERATE THE STATION AT 1/4 LICENSED POWER, USING THE STATION'S DAYTIME NON-DIRECTIONAL ANTENNA. PERMISSION TO CONTINUE SUCH OPERATION, PURSUANT TO SECTIONS 73.1680 AND 73.1560 OF THE COMMISSION'S RULES, IS HEREBY REQUESTED.

WEATHER CONDITIONS IN BINGHAMTON, NY HAVE HAMPERED COMPLETION OF THE PROJECT; HOWEVER, SUBSTANTIAL PROGRESS HAS BEEN MADE SINCE THE LAST REQUEST TO EXTEND THE EXISTING STA WAS MADE. SINCE THE LAST REQUEST, CITADEL HAS:

--ORDERD A CUSTOM ISO-COIL WITH VARIABLE VACUUM CAPACITOR FOR THE ISOLATION OF THE SAMPLE LINE TO BE INSTALLED FOR THE PURPOSE OF MONITORING THE ARRAY'S CENTER TOWER'S UPPER QUARTER WAVE SEGMENT;

--ORDERED PHASE STABILIZED 1/2 INCH CABLE TO REPLACE THE SAMPLING LINE ATTACHED TO THE LOOP OF THE UPPER SEGMENT OF THE CENTER TOWER;

--INSTALLED THE ISO-COIL. DURING INSTALLATION, IT WAS DETERMINED THAT THE UPPER SAMPLE LOOP OF THE CENTER TOWER'S UPPER SEGMENT NEEDS REPLACEMENT. A NEW LOOP HAS BEEN ORDERED, AND CITADEL IS AWAITING FABRICATION AND DELIVERY;

--REMOVED OLD TRANSMISSION LINES AND ANCILLARY AND MISCELLANEOUS HARDWARE FROM THE CENTER TOWER.

IT WAS DISCOVERED THAT THE NORTH TOWER'S TRANSMISSION LINE HAS DEVELOPED A SHORT, AND MUST BE REPLACED. CITADEL HAS ORDERED REPLACEMENT LINE, AND WILL REPLACE THE DAMAGED LINE SHORTLY. CITADEL IS INVESTIGATING WHETHER TO ALSO REPLACE THE SOUTH TRANSMISSION LINE.

EXTENSION OF THE EXISTING STA IS IN THE PUBLIC INTEREST BECAUSE IT WILL ALLOW WNBF TO REMAIN ON THE AIR DURING THE REPAIR OF THE ARRAY.
