EXPLANATION

ON APRIL 6, 2008, A FIRE BROKE OUT THAT DESTROYED STATION WTMA'S ATU. WTMA HAS BEEN OPERATING PURSUANT TO SPECIAL TEMPORARY AUTHORITY GRANTED BY THE FCC, UTILIZING TOWER 2 OF ITS DIRECTIONAL NIGHTTIME ARRAY (ASR 1057601) NON-DIRECTIONALLY AT NIGHT, AT REDUCED POWER OF 240 WATTS, AND DURING THE DAY AT REDUCED POWER OF 1 KW, WHILE MAINTAINING MONITOR POINTS.

CITADEL HAS MADE SUBSTANTIAL PROGRESS TOWARDS RESTORING WTMA'S LICENSED OPERATIONS. THE REPAIRS TO THE DOCK WHERE THE FIRE OCCURRED HAVE BEEN COMPLETED, AND A NEW ATU HAS BEEN INSTALLED AND MATCHED TO THE OMNI-DIRECTIONAL TOWER. RF FEED LINES AND TOWER LIGHTING CABLES HAVE BEEN REPLACED, AND LICENSED DAYTIME OPERATIONS HAVE BEEN RESTORED. THE TRANSMISSION LINE TO THE NIGHTTIME TOWER MUST STILL BE REPLACED. THEREFORE, PENDING SUCH REPLACEMENT, CITADEL REQUESTS AN EXTENSION OF ITS EXISTING STA TO OPERATE WTMA USING TOWER 2 OF ITS DIRECTIONAL NIGHTTIME ARRAY (ASR 1057601) NON-DIRECTIONALLY AT NIGHT, AT REDUCED POWER OF 240 WATTS WHILE MAINTAINING MONITOR POINTS.
