PURPOSE STATEMENT

ON SEPTEMBER 11, 2008, URBAN RADIO I, L.L.C., LICENSEE OF WLIB(AM), FILED AN FCC FORM 302-AM APPLICATION (FILE NO. BZ-20080911ADD) SEEKING PERMISSION FOR WLIB TO RETURN TO DIRECT MEASUREMENT OF POWER. THE COMMISSION HAS NOT YET ACTED UPON THIS APPLICATION.

THEREFORE, OUT OF CAUTION, URBAN RADIO HEREBY REQUESTS AN EXTENSION TO ITS PREVIOUSLY GRANTED SPECIAL TEMPORARY AUTHORITY (STA) PENDING THE COMMISSION'S ACTION ON ITS FORM 302-AM APPLICATION, AT WHICH TIME THE COMMISSION WILL ISSUE TO WLIB A NEW LICENSE, AND WLIB WILL THUS BE OPERATING WITHIN LICENSED PARAMETERS.

URBAN RADIO SUBMITS THAT GRANTING ITS REQUESTED STA EXTENSION WOULD SERVE THE PUBLIC INTEREST BY ALLOWING IT TO CONTINUE TO PROVIDE A VALUABLE BROADCAST SERVICE WHILE IT AWAITS COMMISSION ACTION ON ITS FORM 302-AM APPLICATION.
