PURPOSE OF STA REQUEST

ENTERCOM WILKES-BARRE SCRANTON, LLC, LICENSEE OF WILK(AM), FACILITY ID NO. 34308, WILKES-BARRE,PA, HEREBY REQUESTS SPECIAL TEMPORARY AUTHORITY FOR A PERIOD OF UP TO 90 DAYS TO OPERATE WILK(AM) WITH PARAMETERS AT VARIANCE WHILE MAINTAINING MONITOR POINTS WITHIN LICENSED LIMITS. WILK(AM) OPERATES WITH A NON DIRECTIONAL ANTENNA SYSTEM DURING DAYTIME AND A DIRECTIONAL ANTENNA SYSTEM DURING NIGHTIME.

THE LICENSEE IS ABOUT TO CONCLUDE A PARTIAL PROOF OF PERFORMANCE FOR THE NIGHTTIME ANTENNA SYSTEM AND FILE A 302AM DIRECT MEASUREMENT OF POWER APPLICATION TO RESOLVE ISSUES WITH SELECTED MONITOR POINTS ASSOCIATED WITH ITS NIGHTTIME DIRECTIONAL ANTENNA SYSTEM.

THE LICENSEE HAS HAD DIFFICULTY WITH THE MONITOR POINT ON ITS 259 DEGREE RADIAL. THE MONITOR POINT READINGS, WHEN TAKEN, WERE USUALLY AT OR ABOVE THE LICENSED VALUE.   THE LAST PARTIAL PROOF (COMPLETED IN 2003) THAT ESTABLISHED THE MOST CURRENT LICENSED VALUES WAS CONDUCTED DURING A VERY DRY PERIOD OF YEAR AND THE POINT IS BEING AFFECTED BY RE-RADIATION FROM A NEARBY TOWER. ANOTHER MONITOR POINT (ON THE 49 DEGREE RADIAL) IS ALMOST AT ITS LIMIT, BUT THE LICENSEE HAS DETERMINED THAT IT WAS IMPROPERLY LOCATED DURING THE 2003 PARTIAL PROOF.   

THESE ISSUES HAVE BEEN ADDRESSED AND WILL BE DETAILED IN THE ENGINEERING EXHIBIT INCLUDED IN THE DIRECT MEASUREMENT OF POWER APPLICATION.
