VARIANCE FROM LICENSE

WGVS REQUESTS TEMPORARY AUTHORITY TO OPERATE USING MANUAL FIELD STRENGTH READINGS INSTEAD OF ITS NORMAL SAMPLE MONITORING SYSTEM TO ASSURE THAT ITS DIRECTIONAL ANTENNA IS OPERATING CONSISTENT WITH THE STATION'S AUTHORIZATION. IT FURTHER REQUESTS TEMPORARY AUTHORITY TO OPERATE WITH A REDUCED TRANSMITTER OUTPUT OF 75% OF ITS NORMAL OPERATION TO ASSURE THAT ANY POTENTIAL VARIANCES THAT MIGHT ARISE (SUCH AS THOSE CAUSED BY CHANGES IN GROUND CONDUCTIVITY DUE TO WEATHER CONDITIONS) WILL NOT RESULT IN THE STATION OPERATING BEYOND ITS AUTHORIZED PARAMETERS. THESE TEMPORARY MEASURES ARE REQUIRED AS THE RESULT OF A LIGHTNING STRIKE THAT DAMAGED THE STATION'S SAMPLE MONITORING SYSTEM. THE LICENSEE HAS CONFIRMED THAT THE STATION'S CURRENT MONITORING POINTS ARE IN COMPLIANCE WITH THE TERMS OF ITS AUTHORIZATION AND FCC REQUIREMENTS.

Description:
REASON FOR STA

WGVS HAS EXPERIENCED A LIGHTNING STRIKE THAT DAMAGED AND RENDERED INOPERABLE ITS SAMPLE MONITORING SYSTEM. THUS, AN STA IS REQUESTED TO OPERATE THE STATION WITHOUT THE SAMPLING SYSTEM, AND WITH A REDUCED TRANSMITTER OUTPUT AS DESCRIBED IN EXHIBIT 13. (ALTHOUGH SECTION 73.68(C) OF THE FCC'S RULES ALLOWS A STATION WITH A DAMAGED SAMPLING SYSTEM TO OPERATE FOR A PERIOD UP TO 120 DAYS WITHOUT FURTHER FCC AUTHORITY, THIS STA REQUEST IS FILED, AT LEAST IN PART, BECAUSE THE STATION ALSO WILL BE OPERATING WITH A REDUCED TRANSMITTER OUTPUT POWER.) WGVS IS IN THE PROCESS OF OBTAINING QUOTES FOR THE NEEDED MATERIALS TO REPAIR THE SAMPLING SYSTEM. IT IS ANTICIPATED THAT THESE MATERIALS WILL BE DELIVERED TO THE STATION ABOUT SIX TO TEN WEEKS FROM THE DATE OF THIS FILING.

WGVS HAS CONFIRMED THAT ITS MONITORING POINTS ARE IN COMPLIANCE WITH FCC REQUIREMENTS. IT ALSO WILL UNDERTAKE WEEKLY MANUAL FIELD STRENGTH READINGS TO MAKE CERTAIN THAT THE STATION IS NOT EXCEEDING ITS AUTHORIZED FIELD STRENGTH CONTOUR.
