WTUX REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE ITS DAYTIME DIRECTIONAL ANTENNA SYSTEM WITH PARAMETERS AT VARIANCE AND ALSO TO OPERATE NONDIRECTIONALLY DURING DAYTIME HOURS AT A POWER LEVEL OF 1.25 KILOWATTS (25% OF THE LICENSED DAYTIME DIRECTIONAL POWER)USING ONE TOWER OF THE WTUX ANTENNA SYSTEM TO FACILITATE THE REPLACEMENT OF THE TOWERS AND ANTENNA COUPLING UNITS AND MODIFICATIONS TO THE REMAINDER OF THE WTUX PHASING SYSTEM. ONCE THESE REPLACEMENTS AND MODIFICATIONS HAVE BEEN COMPLETED A PARTIAL PROOF OF PERFORMANCE WILL BE CONDUCTED ON THE WTUX DAYTIME DIRECTIONAL PATTERN AND WILL BE SUBMITTED AS PART OF A LICENSE APPLICATION TO COVER THE CONSTRUCTION PERMIT TO CORRECT THE WTUX SITE COORDINATES (BP-20080703ACY).

PURPOSE OF STA

AS DETAILED IN THE INITIAL REQUEST FOR SPECIAL TEMPORARY AUTHORITY, WHIT(AM) -- FORMERLY CALL SIGN WTUX(AM) -- IS IN THE MIDST OF REPLACING THE TOWERS AND ANTENNA COUPLING UNITS IN THE STATION'S ANTENNA ARRAY. AS PART OF THIS PROJECT, THE STATION WILL ALSO MAKE MODIFICATIONS TO THE REMAINDER OF THE WHIT(AM) PHASING SYSTEM AS NECESSARY, AND CONDUCT A PROOF OF PERFORMANCE TO CONFIRM THE STATION'S OPERATION. WORK DURING THE RECENT STA PERIOD HAS BEEN SLOWED AS A RESULT OF WINTER WEATHER AND THE UNAVAILABILITY OF TOWER CREWS AS A RESULT OF THE TRANSITION TO DIGITAL TELEVISION.

DURING THE RECENT STA PERIOD, THE NECESSARY MATERIALS REQUIRED FOR THE TOWER REPLACEMENT WERE OBTAINED AND DELIVERED TO THE TRANSMITTER SITE. WITH THE RECENT COMPLETION OF THE DTV TRANSITION, WHIT(AM) ANTICIPATES THAT IT WILL MAKE SIGNIFICANT PROGRESS IN THE COMING MONTHS AS IT WORKS TO UPGRADE ITS FACILITIES. ACCORDINGLY, AN EXTENSION OF THE CURRENT STA AUTHORITY IS RESPECTFULLY REQUESTED TO ALLOW THE STATION TO CONTINUE TO OPERATE AT VARIANCE WITH ITS AUTHORIZED PARAMETERS. EXTENSION OF THE STA IS IN THE PUBLIC INTEREST AS IT WILL FACILIATE THE WORK ON THE STATION AND ULTIMATELY IMPROVE SERVICE TO THE PUBLIC.
