EXTRAORDINARY CIRCUMSTANCES WHICH WARRANT TEMPORARY OPERATIONS

MULTICULTURAL RADIO BROADCASTING LICENSEE, LLC (MULTICULTURAL), RESPECTFULLY REQUESTS AN EXTENSION OF ITS SPECIAL TEMPORARY AUTHORITY (STA) TO ALLOW KAZN(AM) TO OPERATE DURING DAYTIME HOURS WITH THE SUBSTANTIALLY ADJUSTED DIRECTIONAL PATTERN AUTHORIZED IN BMP-20080912ACN WITH REDUCED POWER AND TO OPERATE AT NIGHT IN ACCORDANCE WITH THE ATTACHED DIRECTIONAL ANTENNA SPECIFICATIONS PURSUANT TO SECTION 73.1635 OF THE COMMISSION'S RULES. SEE BSTA-20051109ACX AND BSTA-20060915APM.

AS REPORTED PREVIOUSLY, MULTICULTURAL COMPLETED CONSTRUCTION OF THE KAZN AND KMRB(AM) COMBINED FACILITIES AND, ON FEBRUARY 9, 2009, FILED THE KAZN LICENSE APPLICATION AND REQUESTED PROGRAM TEST AUTHORITY ('PTA'). ON SEPTEMBER 10, 2009, PTA WAS GRANTED, HOWEVER, THE KAZN LICENSE APPLICATION REMAINS PENDING. WHEN THE KMRB ANTENNA SYSTEM WAS BROUGHT TO FULL POWER, MULTICULTURAL BEGAN EXPERIENCING AN ARCING PROBLEM WITH BOTH THE KAZN AND KMRB SYSTEMS. MULTICULTURAL ENGINEERS CONDUCTED A SYSTEM-WIDE ANALYSIS AND DETERMINED THAT, IN ORDER TO CORRECT THIS PROBLEM, THE EXISTING METAL CABINETRY HAD TO BE MODIFIED TO EFFECTUATE IMPROVED GROUNDING AND THE NETWORKS HAD TO BE RE-TUNED. UNFORTUNATELY, THIS PROBLEM, AND THE ADDITIONAL WORK NECESSARY TO RESOLVE IT, HAS DELAYED FINAL TESTING AND STABILIZING OF THESE SYSTEMS. ACCORDINGLY, MULTICULTURAL RESPECTFULLY REQUESTS A SIX MONTH EXTENSION OF ITS STA TO OPERATE IN THE DIRECTIONAL MODE AT REDUCED POWER DURING DAYTIME HOURS AND AT NIGHT WITH THE ATTACHED DIRECTIONAL ANTENNA SPECIFICATIONS UNTIL THE NEWLY MODIFIED SYSTEMS ARE STABILIZED.
