WITH 2 OF THE 5 WBWL TOWERS NEEDING REPLACEMENT AND 3 TOWER OPERATION NOT APPEARING PRACTICAL, STA IS REQUESTED TO OPERATE NIGHT ND WITH 1/4 POWER. DAY IS ND AND SHOULD NOT BE AFFECTED. SINCE THE REPLACEMENT WILL PROBABLY NOT BE QUICK OR EASY SINCE THE PIERS, GUY ANCHORS, ETC., MUST BE EVALUATED TO HOLD NEW HEAVIER STRUCTURES, THE FULL ALLOWABLE SIX MONTHS IS REQUESTED AND EXTENSION MAY BE NEEDED. WORK IS DESIRED TO BEGIN PROMPTLY, REMOVING THE ATU COMPONENTS FROM THE BASE AREAS IN CASE THE TOWERS DO NOT COME DOWN NEATLY.

EXTRAORDINARY CIRCUMSTANCES

THE TWO WESTERNMOST TOWERS IN THE WBWL ARRAY (ASR 1040351 AND 1040352) WERE TAKEN DOWN PROMPTLY UPON GRANT OF STA AS PLANNED. AS PART OF THE STUDIES NECESSARY TO REPLACE THE DETERIORATED TOWERS WITH NEW STRUCTURES, THE DIRECTIONAL RADIATION PATTERN WAS ALSO EVALUATED. A PATTERN HAS BEEN DEVELOPED WITH THE THREE REMAINING TOWERS AT LOWER THAN LICENSED POWER WHICH APPEARS TO NONETHELESS SERVE AT LEAST AS MANY PEOPLE AS THE LICENSED PATTERN, DUE TO LESS SIGNAL BEING WASTED OUT TO SEA, AT A SIGNIFICANT COST SAVINGS OVER REPLACING THE TWO DOWNED TOWERS. IT IS ANTICIPATED THAT A FORM 301 APPLICATION FOR THIS CHANGE CAN BE FILED WITHIN 60 DAYS AND THAT THIS OPERATION CAN BE CONSTRUCTED MUCH QUICKER AND EASIER THAN ACTUALLY REPLACING THE DOWNED TOWERS. ACCORDINGLY, IT IS REQUESTED TO CONTINUE TO OPERATE NIGHT ND WITH 1/4 POWER WHILE THE APPLICATION IS FILED AND GRANTED AND THE NEW THREE-TOWER OPERATION IS CONSTRUCTED.
