CIRCUMSTANCES OF REQUEST

ON AUGUST 5, 2009, DECELLES/SMITH MEDIA, INC. (DECELLES/SMITH), THE LICENSEE OF STATION WEGP(AM), PRESQUE ISLE, MAINE [FACILITY ID 9423], GAVE NOTICE TO THE COMMISSION THAT STATION WEGP(AM) HAD BEEN EXPERIENCING SERIOUS FLUCTUATIONS IN ITS ABILITY TO MAINTAIN ITS SIGNAL STRENGTH CONSISTENT WITH ITS AUTHORIZED VALUES.

THE STATION REDUCED BOTH ITS DAYTIME AND NIGHTTIME POWER FROM 25 KW DAYTIME AND 10 KW NIGHTTIME TO 10 KW DAYTIME AND 5 KW NIGHTTIME. THE STATION RETAINED AN OUTSIDE ENGINEER TO CONDUCT A STUDY OF THE STATION'S OPERATION AND TO DETERMINE THE FLUCTUATIONS IT WAS EXPERIENCING IN ITS DAYTIME AND NIGHTTIME POWER VALUES.

SINCE THAT TIME THE STATION HAS CONTRACTED WITH FOR ANOTHER ENGINEERING FIRM TO CONDUCT ADDITIONAL TESTING. HOWEVER, BECAUSE OF WINTER CONDITIONS IN NORTHERN MAINE, THE ENGINEERING FIRM HAS BEEN UNABLE TO COMPLETE FIELD TESTING. UNTIL SUCH TIME AS WEATHER CONDITIONS IMPROVE TO ALLOW SUCH STUDIES.

ACCORDINGLY, IT IS RESPECTFULLY REQUESTED THAT THE EXISTING SPECIAL TEMPORARY AUTHORIZATION (SEE BSTA-20090902ACM) BE EXTENDED FOR AN ADDITIONAL SIX-MONTH PERIOD TO ALLOW COMPLETION OF THESE STUDIES AND IMPLEMENTATION OF WHATEVER CORRECTIVE ACTION IS DETERMINED BY THE ENGINEERS.
