REQUEST TO OPERATE AT VARIANCE WITH LICENSED PARAMETERS

THIS STA IS TO REQUEST FCC AUTHORITY TO OPERATE WJIL(AM) AT VARIANCE WITH LICENSED PARAMETERS.

LAST YEAR, ONE OF WJIL(AM)'S TOWERS WAS STRUCK BY LIGHTNING. THE LICENSEE MADE THE REQUIRED REPAIRS, AND IT WAS BELIEVED THAT WJIL(AM) WAS RETURNED TO OPERATION WITH ITS LICENSED PARAMETERS.

HOWEVER, A NEARBY METAL WATER TOWER WHICH AFFECTED THE STATION'S MONITOR POINTS HAS BEEN DISMANTLED AND REMOVED. UNDER THE PROPOSED STA, WJIL(AM) WILL ENGAGE A CONSULTING ENGINEER TO DETERMINE NEW VALUES AT ITS LICENSED MONITOR POINTS, AND WOULD FILE A FORM 302-AM APPLICATION UPON THE COMPLETION OF THIS WORK.

THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY WOULD BE WELL SERVED BY A GRANT OF THE REQUESTED SPECIAL TEMPORARY AUTHORIZATION.

EXTRAORDINARY CIRCUMSTANCES

DURING THE PAST SIX MONTHS, WJIL'S ENGINEERING CONSULTANT MOUNTED A NEW DIRECTIONAL TRANSMITTING ANTENNA FOR CO-OWNED FM TRANSLATOR STATION W275BM ON ONE OF THE TOWERS, AND HAS COMPLETED MOST OF THE WORK REQUIRED IN RESPONSE TO THE COMMISSION'S LETTER OF MARCH 11, 2010 IN ORDER TO RESUBMIT FCC FORM 302-FM FOR WJIL. HOWEVER, THE LICENSEE NEEDS A FURTHER EXTENSION OF THE EXISTING ENGINEERING STA BECAUSE IT WILL BE UNABLE TO SECURE MEASUREMENT OF THE COMMON POINT IMPEDANCE FOR THE WJIL ARRAY UNTIL LATE JUNE, 2010.

THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY WOULD BE WELL SERVED BY A GRANT OF A FURTHER EXTENSION OF THE EXISTING STA FOR WJIL.
