EXHIBIT 13 - PROPOSED OPERATION

AS DESCRIBED IN EXHIBIT 16 OF THE FORM, WEATHER INDUCED DAMAGE HAS MADE IT IMPOSSIBLE TO OPERATE KINA WITH ITS AUTHORIZED DIRECTIONAL ANTENNA SYSTEM. ACCORDINGLY, SPECIAL TEMPORARY AUTHORITY IS BEING RESPECTFULLY REQUESTED TO OPERATE KINA DAYTIME-ONLY, NON-DIRECTIONALLY, AT 25% OF ITS AUTHORIZED DAYTIME DIRECTIONAL POWER (OF 0.5 KW) PENDING COMPLETION OF REPAIRS. IN PARTICULAR, AUTHORITY IS BEING SOUGHT TO USE THE STATION'S NUMBER 2 (SOUTH-CENTRAL) TOWER AS A NON-DIRECTIONAL RADIATOR AT A POWER OF 0.125 KW. THE RESISTANCE OF THIS RADIATOR IS 36 OHMS (AT +J48.5 OHMS), THEREFORE A BASE CURRENT OF 1.86 AMPERES WOULD PROVIDE THE CORRECT OPERATING POWER LEVEL. IF INTERFERENCE COMPLAINTS ARE RECEIVED, KINA PROPOSES TO EITHER CEASE OPERATION, OR MORE PREFERABLY AND IF POSSIBLE, REDUCE POWER TO A LEVEL THAT WOULD RESOLVE THE INTERFERENCE CONCERN.

EXHIBIT 15 - ENVIRONMENTAL COMPLIANCE

THIS STA INVOLVES THE USE OF AN EXISTING TOWER AT A LICENSED SITE WITH NO PHYSICAL CHANGES BEING MADE IN THE TOWER OR SITE CONDITIONS. HENCE THE STA IS NOT EXPECTED TO TRIGGER ANY ADVERSE ENVIRONMENTAL CONSEQUENCES OR CONCERNS.

REGARDING RF EXPOSURE, MEASUREMENTS TAKEN WITH THE FULL POWER OPERATION DURING THE LAST LICENSE RENEWAL SHOWED RF EXPOSURE LEVELS FAR BELOW THE COMMISSIONS GUIDELINES. HENCE, IT IS BELIEVED THAT OPERATION AT THE REDUCED POWER LEVEL REQUESTED HEREIN WOULD SATISFY THE COMMISSIONS REQUIREMENTS.

FURTHER, THE TOWER IS LOCATED WITHIN A LOCKED, POSTED FENCE WHICH REPORTEDLY IS NO CLOSER THAN 3 FEET (0.91 M) FROM THE RADIATOR. USING THE PROCEDURES OUTLINED IN THE COMMISSIONS OET BULLETIN NO. 65 (OET 65), AN EVALUATION WAS MADE FOR THE POTENTIAL FOR EXCESSIVE RF EXPOSURE AT LOCATIONS OUTSIDE THE TOWER BASE FENCE ENCLOSURE. THIS EVALUATION INDICATED THAT, AT THE PROPOSED OPERATING POWER LEVEL OF NO MORE THAN 0.125 KW, 2.57% OF THE MAXIMUM PERMITTED 'E FIELD' AND 3.66% OF THE MAXIMUM PERMITTED 'H FIELD' WOULD BE DEVELOPED AT THE FENCE BOUNDARY. THERE ARE NO OTHER AUTHORIZED BROADCAST STATIONS LOCATED WITHIN 3 KM OF THIS SITE, ACCORDINGLY, THEIR IMPACT TO THE TOTAL POWER DENSITY MAY BE IGNORED. A FACILITY MAY BE PRESUMED TO COMPLY WITH THE LIMITS SPECIFIED IN SECTION 1.1310 OF THE COMMISSIONS RULES IF IT SATISFIES THE EXPOSURE CRITERIA SET FORTH IN OET 65. BASED UPON THAT METHODOLOGY, AS DEMONSTRATED HEREIN, THE PROPOSED STA OPERATION WOULD COMPLY WITH THE CITED ADOPTED GUIDELINES. EXCESSIVE LEVELS OF RF ENERGY WILL NOT BE CAUSED AT PUBLICALLY ACCESSIBLE AREAS NEAR THE TOWER, THUS SATISFYING SAFETY CONCERNS FOR THE GENERAL PUBLIC.

ADDITIONALLY, A SITE EXPOSURE PROCEDURE IS EMPLOYED PROTECTING MAINTENANCE WORKERS FROM EXCESSIVE EXPOSURE WHEN WORK MUST BE PERFORMED IN THE VICINITY OF OR ON A TOWER (OR ON ADJACENT TOWER STRUCTURES). SUCH PROTECTIVE MEASURES INCLUDE, BUT ARE NOT LIMITED TO, RESTRICTION OF ACCESS TO AREAS WHERE LEVELS IN EXCESS OF THE GUIDELINES MAY BE EXPECTED, POWER REDUCTION, OR THE COMPLETE SHUTDOWN OF FACILITIES WHEN WORK OR INSPECTIONS MUST BE PERFORMED IN AREAS WHERE THE EXPOSURE GUIDELINES WILL BE EXCEEDED. NO WORKER IS PERMITTED TO CLIMB AN ENERGIZED TOWER.

EXHIBIT 16 - REASON FOR STA REQUEST

RADIO STATION KINA SUFFERED DAMAGE FOLLOWING THUNDERSTORM ACTIVITY WHICH REPORTEDLY IMPACTED AT LEAST TWO OF THE STATIONS TRANSMISSION LINES AS WELL AS COMPONENTS OF THE STATIONS SAMPLING SYSTEM. AS SUCH, KINA IS UNABLE TO OPERATE DIRECTIONALLY AT THIS TIME. ACCORDINGLY, AN EMERGENCY SPECIAL TEMPORARY AUTHORITY (STA) IS BEING RESPECTFULLY REQUESTED TO OPERATE KINA DURING DAYTIME HOURS ONLY, USING ONE OF THE STATIONS TOWERS, AS A NON-DIRECTIONAL RADIATOR. IN PARTICULAR, AUTHORITY IS BEING SOUGHT TO TEMPORARILY OPERATE KINA NON-DIRECTIONALLY AT 25% OF ITS 0.5 KW LICENSED DIRECTIONAL POWER (0.125 WATTS).

IT IS BELIEVE THAT A GRANT OF THIS STA REQUEST IS IN THE PUBLIC INTEREST IN THAT SERVICE WILL CONTINUE TO BE PROVIDED TO THE PUBLIC BY PERMITTING THIS LIMITED OPERATION.

WITH RESPECT TO DURATION, THE ONSET OF WINTER CONDITIONS MAY MAKE REPAIRS PROBLEMATIC SINCE IT IS EXPECTED THAT TRENCHING OF REPLACEMENT CABLES MAY BE NECESSARY. ACCORDINGLY AN STA FOR AT LEAST 120 DAYS IS HEREIN RESPECTFULLY REQUESTED. FOLLOWING COMPLETION OF FURTHER DETERMINATION OF THE EXTENT OF DAMAGES AND COMPLETION OF APPROPRIATE MEANS FOR REPAIRS, A CONVENTIONAL PARTIAL PROOF OR METHOD OF MOMENTS PROOF WILL BE CONDUCTED TO DEMONSTRATE RESTORATION OF PROPER OPERATION.
