EXHIBIT 13 - PROPOSED OPERATION

KFEQ IS PRESENTLY OPERATING UNDER AN STA (BESTA-20100616AGM) WHICH AUTHORIZES USE OF A NON-DIRECTIONAL RADIATOR WITH A DAYTIME POWER NOT TO EXCEED 1.87 KW, AND A NIGHTTIME POWER OF NOT MORE THAN 1.25 KW. THIS STA WAS GRANTED PENDING REPLACEMENT OF A TOWER THAT WAS DESTROYED AND COMPLETION OF OTHER NECESSARY REPAIRS.

AFTER INSPECTION OF ALL INVOLVED ARRAY COMPONENTS, IT WAS DECIDED TO REPLACE ALL TOWERS AND BASE INSULATORS. THIS HAS NOW BEEN ACCOMPLISHED.

ADDITIONALLY, THE TRANSMISSION LINES, SAMPLE LINES, SAMPLE SYSTEM TOROIDS, ANTENNA MONITOR, PHASOR AND TUNING UNITS WERE REPLACED. ALL TOWER LIGHTING WAS REPLACED AND THE LIGHTING SYSTEM IS FUNCTIONING PROPERLY.

RATHER THAN CONDUCT A PARTIAL PROOF OF PERFORMANCE, IT WAS DECIDED TO CONDUCT A FULL METHOD OF MOMENTS PROOF OF PERFORMANCE ON BOTH KFEQ PATTERNS. ACCORDINGLY, A METHOD OF MOMENTS PROOF HAS BEEN COMPLETED FOR BOTH THE DAY AND NIGHT PATTERNS AND THE STATION IS NOW CAPABLE OF OPERATING ON METHOD OF MOMENTS (MOM) PARAMETERS. THE WRITEUP OF THE MOM PROOF PAPERWORK IS UNDERWAY. IT WILL BE ATTACHED TO A COMPANION FCC FORM 302-AM TO BE FILED UPON COMPLETION OF THE MOM PROOF WRITEUP.

IT SHOULD ALSO BE NOTED THAT THE LICENSEE HAS RECEIVED A CONSTRUCTION PERMIT TO RELOCATE THE CO-OWNED KESJ FACILITY TO THE KFEQ SITE. (SEE BP-20100317AAN; FACILITY ID 8767.) KESJ IS OPERATING UNDER A SEPARATE STA AT ITS LICENSED SITE (DUE TO OTHER TECHNICAL ISSUES - SEE BESTA-20100723AAH) PENDING COMPLETION OF CONSTRUCTION OF THE REPLACEMENT KESJ FACILITY AT THE KFEQ SITE.

THIS SEPARATE CONSTRUCTION HAS BEEN COMPLETED AS WELL. IT INVOLVES THE ERECTION OF 4 NEW TOWERS IN A PARALLELOGRAM CONFIGURATION IN BETWEEN TWO OF THE KFEQ TOWERS. (KFEQ OPERATES ON 680 KHZ; KESJ OPERATES ON 1550 KHZ. NO PHYSICAL OR DIRECT ELECTRICAL CONNECTION IS MADE BETWEEN THE ARRAYS.)

THE KESJ RELOCATION CONSTRUCTION HAS BEEN COMPLETED CONCURRENTLY WITH THE COMPLETION OF THE REPLACEMENT KFEQ SYSTEM. ALL DETUNING SYSTEMS AND TRAPS HAVE BEEN ADJUSTED FOR BOTH SYSTEMS. A METHOD OF MOMENTS PROOF WAS CONDUCTED ON KFEQ; A MOM PROOF IS ABOUT TO COMMENCE ON KESJ FOLLOWING THE THANKSGIVING DAY HOLIDAY. THE UNUSED TOWERS OF KESJ WERE CONSIDERED AND ACCOUNTED FOR IN THE KFEQ MOM PROOF. NO ADVERSE INTERACTION IS PREDICTED OR EXPECTED TO OCCUR.

IT IS HEREIN RESPECTFULLY REQUESTED THAT KFEQ BE PERMITTED TO OPERATE BOTH PATTERNS WITH ANTENNA MONITOR PARAMETERS AS DETERMINED BY THE METHOD OF MOMENTS TECHNIQUE, AS INDICATED ON ITS REPLACEMENT ANTENNA MONITOR, PENDING FILING OF A LICENSE APPLICATION AND MOM PROOF, AND GRANT OF A LICENSE.

EXHIBIT 33 - ENVIRONMENTAL CONSIDERATIONS

THIS STA EXTENSION REQUEST INVOLVES THE CONTINUED USE OF AN EXISTING LICENSED FACILITY AND PENDS THE PROCESSING OF AN APPLICATION FOR LICENSE AND A COMPANION METHOD OF MOMENTS PROOF. (THESE MATERIALS WERE 'PAPER FILED' (AS REQUIRED) ON MAY 11, 2011. A CDBS NUMBER HAS NOT BEEN ASSIGNED AS OF THE DRAFTING OF THIS STA EXTENSION REQUEST.)

AN EXTENSION OF THE PRESENT STA IS NOT EXPECTED TO TRIGGER ANY ADVERSE ENVIRONMENTAL CONSEQUENCES OR CONCERNS SINCE THIS IS A LONG EXISTING ANTENNA SITE AND NO NEW CONSTRUCTION OR LAND DISTURBANCE WOULD BE INVOLVED.

RF EXPOSURE CONSIDERATIONS WERE ADDRESSED IN THE PRIOR STA REQUESTS. TO SUMMARIZE, IT WAS DOCUMENTED THAT, ASSUMING A 'WORST CASE' POWER LEVEL OF 5 KW AT EACH TOWER BASE, AND THE EXISTING TOWER FENCE DISTANCES FROM THE TOWERS, THE STA OPERATION WOULD COMPLY WITH THE COMMISSION'S 'GENERAL PUBLIC' EXPOSURE LIMITS SPECIFIED IN SECTION 1.1310 OF ITS RULES. ALL TOWER FENCES ARE LOCKED AND ALL SIDES OF THE FENCES ARE POSTED WITH RF EXPOSURE WARNING SIGNS.

WORKER (OCCUPATIONAL) SAFETY IS ADDRESSED THROUGH MAINTAINING THE EXISTING LOCKED FENCE THAT SURROUNDS THE ANTENNA TUNING UNITS AND TOWERS, AND BY FOLLOWING EAGLE'S SITE EXPOSURE PROCEDURES WHEN WORK MUST BE PERFORMED IN THE VICINITY OF OR ON A TOWER (OR ON ADJACENT TOWER STRUCTURES). THE ADOPTED PROTECTIVE MEASURES INCLUDE, BUT ARE NOT LIMITED TO, RESTRICTION OF ACCESS TO AREAS WHERE LEVELS IN EXCESS OF THE GUIDELINES MAY BE EXPECTED, POWER REDUCTION, OR THE COMPLETE SHUTDOWN OF FACILITIES WHEN WORK OR INSPECTIONS MUST BE PERFORMED IN AREAS WHERE THE EXPOSURE GUIDELINES WILL BE EXCEEDED. ADDITIONALLY, NO WORKER IS PERMITTED TO CLIMB AN ENERGIZED TOWER.

AS WAS DOCUMENTED PREVIOUSLY, THE KFEQ ANTENNA ARRAY HAS BEEN COMPLETELY REBUILT (FOLLOWING A TOWER FAILURE INCIDENT) AND IS NOW OPERATING WITH NEW ANTENNA OPERATING PARAMETERS DERIVED FROM A METHOD OF MOMENTS ANALYSIS.

AN STA HAD PREVIOUSLY BEEN RECEIVED TO ALLOW A TEMPORARY OPERATION PENDING COMPLETION OF ANTENNA AND RF SYSTEM REPLACEMENT, AND SYSTEM READJUSTMENT. AN EXTENSION OF THAT STA WAS SUBSEQUENTLY RECEIVED, AND SPECIFICALLY PERMITTED OPERATION WITH ANTENNA PATTERN PARAMETERS ADJUSTED IN ACCORDANCE WITH A METHOD OF MOMENTS ANALYSIS, PENDING COMPLETION OF THE PROOF DOCUMENTATION AND FILING OF FCC FORM 302-AM.

THE NECESSARY PROOF OF PERFORMANCE REPORT AND FCC FORM 302-AM (APPLICATION FOR LICENSE) HAS SINCE BEEN PREPARED AND PAPER FILED WITH THE FCC. AS DEMONSTRATED IN THE ATTACHED STAMPED COPY OF THE FORM 159 REMITTANCE ADVICE, THIS FILING WAS ACCOMPLISHED ON MAY 11, 2011. A CDBS FILE NUMBER HAS NOT BEEN ISSUED FOR THIS FILING AS OF THE DATE THIS STA EXTENSION REQUEST WAS PREPARED.

SINCE THE PRESENT STA WILL EXPIRE ON MAY 24, 2011, AN EXTENSION OF THE STA, PERMITTING ARRAY OPERATION WITH PARAMETERS ADJUSTED TO THOSE DERIVED IN THE UNDERLYING METHOD OF MOMENTS ANALYSIS, IS HEREIN RESPECTFULLY REQUESTED, PENDING COMPLETION OF THE COMMISSION STAFF'S ANALYSIS AND ISSUANCE OF A NEW LICENSE FOR THE STATION.

IT IS BELIEVED THAT THE PUBLIC INTEREST WILL BE SERVED BY A GRANT OF THIS STA REQUEST. RESTORATION OF FULL POWER IN ALL MODES IS ESSENTIAL AS THE SPRING/SUMMER SEVERE WEATHER SEASON IS IN PLAY IN THIS PART OF THE COUNTRY. GIVEN THE STATION'S ROLE AND PARTICIPATION IN THE EMERGENCY ALERT SYSTEM, IT IS DESIRABLE THAT THE STATION STAY ON THE AIR WITH RESTORED FACILITIES TO PROVIDE INFORMATION TO ITS LISTENERS AS NEEDED. THE KFEQ COVERAGE AREA IS LARGE OWING TO ITS POWER AND FREQUENCY, AND AS SUCH, THE PUBLIC HAS BECOME DEPENDENT ON KFEQ'S WIDE AREA SERVICE FOR NEWS AND EMERGENCY INFORMATION.

ACCORDINGLY, AN EXTENSION OF THE EXISTING STA FOR KFEQ (FOR OPERATION USING THE ANTENNA PARAMETERS DERIVED FROM A METHOD OF MOMENTS ANAYLSIS) IS HEREIN RESPECTFULLY REQUESTED PENDING COMPLETION OF THE FCC PROCESSING OF ITS LICENSE APPLICATION AND ISSUANCE OF A NEW LICENSE.
