Exhibit 13
Description:
WFNO PARAMETERS AT VARIANCE

WE ARE REQUESTING THE AUTHORITY TO OPERATE WITH PARAMETERS AT VIARIANCE. SPECIFICLY WE ARE REQUESTING TO OPERATE AT 1/4 POWER (1250 WATTS DAY AND 187 WATTS NIGHT) IN NON DIRECTIONAL MODE DURING THE RESTORATION PERIOD OF THE ANTENNA TUNING UNITS. THE DAY ANTENNA CURRENT WILL BE 5.0 AMPERES AND THE NIGHT WILL BE 1.9 AMPERES.

Attachment 13

Exhibit 16
Description:
WFNO 'EXTRAORDINARY CIRCUMSTANCES'

THE WFNO SITE IS LOCATED IN THE BONNET CARRE SPILLWAY IN NORCO, LA. IN JUNE OF 2011 THE U.S. ARMY CORP OF ENGINEERS OPENED THE SPILLWAY TO DIVERT MISSISSIPPI RIVER WATER FROM FLOODING NEW ORLEANS. WHILE THE EQUIPMENT IS ELEVATED, THE SPILLWAY WATER LEVEL CRESTED TO HISTORIC HIGHS AND FOR THE FIRST TIME EVER REACHED THE WFNO ANTENNA TUNING UNITS AND TRANSMITTER BUILDING.

INITIAL REPAIR ATTEMPTS HAVE PROVEN, OVER TIME, TO BE UNSTABLE. IT HAS BECOME EVIDENT THAT MORE EXTENSIVE RESTORATION IS NEEDED. THIS WILL REQUIRE REMOVING EACH ANTENNA TUNING UNIT TO FACILITATE A COMPLETE RESTORATION.

WE ARE REQUESTING THE AUTORITY TO OPERATE WITH PARAMETERS AT VARIANCE, AND AT 25% DAY AND NIGHT OPERATING POWER, NON-DIRECTIONALLY DURING THE RESTORATION PERIOD.
