STA CIRCUMSTANCES

KXRO WAS GRANTED SPECIAL TEMPORARY AUTHORITY (STA) ON JUNE 13, 2012 TO OPERATE DURING NIGHTTIME HOURS WITH PARAMETERS AT VARIANCE AND/OR REDUCED POWER WHILE MAINTAINING MONITOR POINTS WITHIN LICENSED LIMITS, FOLLOWING REPLACEMENT OF ITS ANTENNA MONITOR, PENDING COMPLETION OF A PARTIAL PROOF OF PERFORMANCE. THE STA WILL EXPIRE DECEMBER 13, 2012. FOR THE FOLLOWING REASONS, KXRO RESPECTFULLY REQUESTS EXTENSION OF THE STA FOR AN ADDITIONAL SIX MONTHS.

ON NOVEMBER 14, 2012, THE LICENSEE OF KXRO SUBMITTED AN APPLICATION ON BEHALF OF CO-OWNED AM STATION KWOK SEEKING AUTHORITY TO CHANGE CITY OF LICENSE FROM HOQUIAM TO ABERDEEN, WASHINGTON, AND TO DIPLEX THE KWOK FACILITIES ONTO THE ANTENNA PRESENTLY USED BY KXRO. THE KWOK MINOR MODIFICATION APPLICATION IS CURRENTLY PENDING (BP-20121114AGE). GRANT OF THE APPLICATION WILL REQUIRE MODIFICATION OF THE KXRO DIRECTIONAL ANTENNA MONITORING SYSTEM, WHICH WILL IN TURN REQUIRE A PARTIAL PROOF OF PERFORMANCE. THE LICENSEE WOULD LIKE TO AVOID THE INEFFICIENCIES AND EXPENSE OF DOING TWO PROOFS OF PERFORMANCE, AND THEREFORE REQUESTS EXTENSION OF THE KXRO STA PENDING GRANT OF THE KWOK MODIFICATION APPLICATION AND COMPLETION OF THE KXRO-KWOK DIPLEX OPERATION.
