REASON FOR EXTENSION

IN THE WAKE OF HURRICANE KATRINA, WQNO SOUGHT AND OBTAINED AN STA TO COVER OPERATIONS UNTIL SUCH TIME AS THE STATION'S DAMAGED 4 TOWER ARRAY COULD BE REPLACED. ON SEPTEMBER 29, 2010, THE COMMISSION GRANTED A MODIFICATION APPLICATION FOR WQNO (BP-20100609AGJ). THE CONSTRUCTION PERMIT SPECIFIES NONDIRECTIONAL OPERATION DURING DAYTIME HOURS WITH 9.1 KW FROM A SHORTER TOWER TO BE CONSTRUCTED AT THE SAME LOCATION AS ONE OF THE TOWERS USED IN THE STATION'S PRE-KATRINA FOUR-TOWER ARRAY. THAT CP WAS MODIFIED AS OF MAY 25, 2012.

CONSTRUCTION EFFORTS ARE NOW UNDERWAY, AND THE LICENSEE ANTICIPATES TIMELY CONSTRUCTION. HOWEVER, IN THE EVENT POOR WEATHER CONDITIONS ONCE AGAIN INTERVENE, IT REMAINS POSSIBLE THAT THE CURRENT CP WILL EXPIRE, WHEREUPON LICENSEE WOULD THEN IMMEDIATELY RE-APPLY FOR THE PERMIT MODIFICATION. WE THEREFORE REQUEST AS MUCH AS 180 DAYS EXTENSION OF THE CURRENT STA. BUT IN ANY EVENT, THE CURRENT STA IS SET TO EXPIRE SOME 6 WEEKS BEFORE THE CP, AND LICENSEE DOES NOT WISH TO GO SILENT WHILE AWAITING COMPLETION OF THE NEW FACILITY. IN THE ALTERNATIVE, THEREFORE, WE REQUEST AT LEAST AN EXTENSION OF THE STA SUFFICIENT TO COVER THE REMAINDER OF THE CONSTRUCTION PERIOD UNDER THE EXISTING CP.

PENDING CONSTRUCTION OF THE NEW TOWER AND THE FILING OF A LICENSE APPLICATION TO COVER BMP- 20120125AEN, WE RESPECTFULLY REQUEST AUTHORITY TO CONTINUE OPERATION OF WQNO WITH AN EMERGENCY NONDIRECTIONAL ANTENNA AND REDUCED POWER NOT TO EXCEED 2.5 KILOWATTS DAYTIME AND 1.25 KILOWATTS NIGHTTIME.
