NONIONIZING RADIATION COMPLIANCE

KZYM'S TEMPORARY EMERGENCY ANTENNA SYSTEM WILL FULLY COMPLY WITH THE CURRENT FCC STANDARD WITH REGARD TO HUMAN EXPOSURE TO NONIONIZING RADIATION. THE ONLY OTHER RF SOURCE LOCATED WITHIN 300 METERS IS K41KX-D, WHOSE ANTENNA IS MOUNTED ON THE TOWER WHICH WILL SERVE AS KZYM'S TEMPORARY EMERGENCY ANTENNA. THE PREDICTED POWER DENSITY FOR K41KX-D AT TWO METERS ABOVE GROUND LEVEL, HOWEVER, IS SUBSTANTIALLY LESS THAN 5% OF THE PERMITTED LEVEL FOR UNCONTROLLED EXPOSURE. AS A RESULT, K41KX-D DOESNT NEED TO BE CONSIDERED AS PART OF THIS ANALYSIS.

AN EXAMINATION OF THE FENCING DISTANCE TABLES CONTAINED IN SUPPLEMENT A TO FCC OET BULLETIN NO. 65 REVEALS THAT THE ERECTION OF AN APPROPRIATELY MARKED FENCE AT A DISTANCE OF AT LEAST 2.0 METERS FROM THE BASE OF THE TOWER IS REQUIRED TO RESTRICT ACCESS TO THE AREAS AROUND A TOWER WITH AN ELECTRICAL HEIGHT OF 181.4 DEGREES OPERATING ON 1230 KHZ AT A POWER OF 0.55 KILOWATTS WHERE THE POWER DENSITIES WOULD EXCEED THE PERMITTED LEVEL FOR UNCONTROLLED EXPOSURE. THE BASE OF THIS TOWER IS PRESENTLY SURROUNDED BY AN APPROPRIATELY MARKED FENCE WHICH RESTRICTS GENERAL PUBLIC ACCESS TO ALL AREAS WITHIN A DISTANCE OF 3.7 METERS OF BOTH THE TOWER AND THE SHUNT FEED SKIRT WIRE. SINCE THIS DISTANCE EXCEEDS THE REQUIRED FENCING DISTANCE OUTLINED ABOVE, THE OPERATION OF KZYM FROM THIS SITE WILL NOT EXPOSE MEMBERS OF THE GENERAL PUBLIC TO LEVELS OF NONIONIZING RADIATION THAT ARE IN EXCESS OF THE PERMITTED LEVEL FOR UNCONTROLLED EXPOSURE.

KZYM WILL ALSO TAKE APPROPRIATE STEPS TO INSURE THAT WORKERS THAT MUST BE INSIDE THIS FENCE OR ON THIS TOWER WILL NOT BE EXPOSED TO LEVELS OF NONIONIZING RADIATION THAT ARE IN EXCESS OF THE PERMITTED LEVEL FOR CONTROLLED EXPOSURE. THESE STEPS WILL INCLUDE THE CESSATION OF OPERATION OR A REDUCTION IN POWER, AS APPROPRIATE, WHEN WORK BECOMES NECESSARY AT LOCATIONS INSIDE THIS FENCED AREA WHERE THE POWER DENSITY EXCEEDS THE PERMITTED LEVEL FOR CONTROLLED EXPOSURE AND A CESSATION OF OPERATION WHEN WORK BECOMES NECESSARY ON THIS TOWER.

REASON FOR REQUEST

KZYM CEASED OPERATION ON NOVEMBER 3, 2012, WHEN ITS LICENSED TOWER COLLAPSED, AND RESUMED OPERATING ON NOVEMBER 8, 2012, USING AN EMERGENCY ANTENNA (AS DETAILED IN BSTA-20121109ABG). AN EXTENSION OF THIS SPECIAL TEMPORARY AUTHORITY IS REQUESTED TO ALLOW KZYM TO CONTINUE TO OPERATE USING THE EMERGENCY ANTENNA WHILE REPAIRS ARE MADE.

AN APPLICATION TO MODIFY THE KZYM FACILITIES TO USE THE EXISTING BASE INSULATED TOWER, WHICH IS PRESENTLY BEING USED BY THE STATION PURSUANT TO THE AUTHORITY IN THIS STA, IS CURRENTLY PENDING (FILE NUMBER BP-20131029ADR).

A FULL SIX-MONTH EXTENSION OF THE STA IS REQUESTED TO ALLOW TIME FOR THE PROPOSED MODIFICATION APPLICATION TO BE PROCESSED, TO COMPLETE THE INSTALLATION, TO MAKE NECESSARY MEASUREMENTS, AND TO PREPARE AND FILE A COVERING LICENSE APPLICATION.
