STA CIRCUMSTANCES

KUFO HAS BEEN OPERATING WITH PARAMETERS AT VARIANCE WHILE MAINTAINING MONITOR POINTS WITHIN LICENSED VALUES, PURSUANT TO SPECIAL TEMPORARY AUTHORITY (STA) SINCE JANUARY 23, 2009. THE CURRENT STA EXTENSION WILL EXPIRE ON JANUARY 30, 2014. A FURTHER EXTENSION IS RESPECTFULLY REQUESTED.

AS PREVIOUSLY REPORTED, ALPHA LICENSE, LLC HAS ENCOUNTERED SEVERAL ISSUES RELATING TO THE KUFO TRANSMISSION SYSTEM SINCE GUY WIRES ON AN ADJACENT TALL TOWER BROKE DURING AN ICE STORM IN JANUARY 2009. THE TALL TOWER AND ANOTHER IMMEDIATELY ADJACENT TO THE KUFO ANTENNA ARRAY WERE REMOVED IN JULY 2011. DETUNING SKIRTS ON A REMAINING TOWER WERE REPAIRED IN SEPTEMBER 2011 AND WERE BELIEVED TO HAVE BEEN ADJUSTED TO MINIMIZE RERADIATION. THE KUFO SAMPLE SYSTEM WAS INSPECTED, SWEPT AND THOUGHT TO BE IN COMPLIANCE.

THE APPLICANT SUBSEQUENTLY DISCOVERED THAT THE DETUNING SKIRTS WERE NOT OPERATING PROPERLY, WHICH MADE RESTORING THE LICENSED ARRAY PARAMETERS IMPOSSIBLE. REPAIR OF THE DETUNING SYSTEM HAS NOW BEEN COMPLETED, AND BROKEN INSULATORS HAVE BEEN REPLACED. HOWEVER, WEATHER-RELATED INSTABILITY CONTINUES TO BE A PROBLEM AND ADJUSTMENT OF THE ANTENNA SYSTEM HAS NOT BEEN COMPLETED.
