Exhibit 13
Description:
REDUCED POWER

REQUEST AUTHORITY TO OPERATE AT REDUCED POWER - 500 WATTS COMMON POINT OR 500 WATTS NON-DIRECTIONAL INTO TOWER 2 WHILE INCREASING HEIGHT OF W248BK FM TRANSLATOR ANTENNA ON TOWER 1. POWER REDUCED FURTHER, IF NECESSARY, TO ENSURE FIELD INTENSITY AT MONITORING POINTS DOES NOT EXCEED MAXIMUM SPECIFIED IN LICENSE.

Exhibit 16
Description:
EXTRAORDINARY CIRCUMSTANCES PROMPTING REQUEST FOR STA

COMPANION TRANSLATOR W248BK RECEIVED CONSTRUCTION PERMIT BPFT-20110826ABO TO INCREASE HEIGHT OF TRANSLATOR ANTENNA ON TOWER 1 OF WRQR ARRAY. ANTENNA IS CURRENTLY MOUNTED ON SAME TOWER. HEIGHT IS TO BE INCREASED. IN BOTH CASES THE FM ANTENNA IS ISOLATED USING A KINTRONICS ISOCOUPLER.

REQUEST IS FOR THE FOLLOWING OPERATION FOR WRQR (AM):

OPERATE AT CERTAIN TIMES WITH POWER OUTPUT OF 500 WATTS, NONDIRECTIONAL USING TOWER 2 (COMPLIANCE WITH ANSI WHILE TOWER INSTALLERS ARE PRESENT ON TOWER 1)

OPERATE MEASURING POWER VIA INDIRECT METHOD WHILE MODIFICATIONS ARE BEING MADE AND UNTIL A NEW FORM 302 IS FILED AND APPROVED

REGULAR MONITORING POINT MEASUREMENTS TO BE CONDUCTED TO ENSURE STATION REMAINS WITHIN LIMITS

OPERATE AT POWER LESS THAN 5400 WATTS - REDUCED TO WHATEVER POWER NECESSARY TO ENSURE STATION MONITORING POINT LEVELS ARE NOT EXCEEDED
