THE REQUESTED SPECIAL TEMPORARY AUTHORITY COVERING THE REQUESTED LONG WIRE ANTENNA WILL OPERATE WITH 20 WATTS MAXIMUM. THE POWER DENSITY DEVELOPED BY THIS LONG WIRE IS WELL BELOW COMMISSION MAXIMUMS. THE LONG WIRE ANTENNA IS TEN FEET (3 M) ABOVE GROUND LEVEL WHICH PREVENTS ACCIDENTAL CONTACT.

NEED FOR STA

AS THE COMMISSION IS AWARE, THE STATION NO LONGER HAS ACCESS TO ITS LICENSED TRANSMITTER SITE. THE STA IS REQUIRED TO ENABLE THE STATION TO RESUME BROADCAST OPERATIONS IN COMPLIANCE WITH THE CONDITION ON ITS RENEWAL GRANT TO RETURN TO THE AIR PROMPTLY.

THE LICENSED WHYL TRANSMITTER SITE WAS ON LEASED LAND; THE ANTENNA TOWERS AND GROUND SYSTEM WERE PROMPTLY DEMOLISHED BY THE LAND OWNER AFTER THE PRESENT LICENSEE, WHYL, INC. ('WHYL') ACQUIRED THE WHYL LICENSE.

WHYL REQUESTS EMERGENCY SPECIAL TEMPORARY AUTHORITY ('STA') TO OPERATE A RADIO SYSTEMS TR-20, 20 WATT TRANSMITTER INTO A TEMPORARY 125 FOOT (38 M) LONG WIRE ANTENNA FROM ITS STUDIO LOCATION AT 728 N. HANOVER STREET, CARLISLE, PA 17013. THE LONG WIRE ANTENNA IS INSTALLED IN THE BACK OF THE BUILDING, EXCITED AT THE SE END AND THE NW END IS INSULATED. THE GEOGRAPHIC COORDINATES OF THIS LOCATION (NAD27) ARE 40 DEG., 12 MIN, 37 SEC N. LATITUDE, 77 DEG., 10 MIN, 56 SEC. W. LONGITUDE.

WHYL PROPOSES TO OPERATE FROM THE ABOVE LOCATION FOR APPROXIMATELY 90 DAYS. WHYL PROPOSES TO AMEND THIS SPECIAL TEMPORARY AUTHORITY TO SPECIFY THE EXISTING SITE OF WCAT-FM, WHERE A FOLDED UNIPOLE AND GROUND SYSTEM CAN BE INSTALLED ON THE EXISTING TOWER. ULTIMATELY, A FCC 301 FOR PERMANENT FACILITIES WILL BE SUBMITTED FOR PERMANENT FACILITIES SPECIFYING THE WCAT-FM SITE. THE COMMISSION'S SEPTEMBER 11, 2014 DEADLINE TO RETURN WHYL TO THE AIR IS INSUFFICIENT TO INSTALL A GROUND SYSTEM AND FOLDED UNIPOLE ON THE WCAT TOWER. THE LONG WIRE ANTENNA IS NECESSARY DUE TO THE COMMISSION'S CONDITION TO RETURN WHYL TO THE AIR BY SEPTEMBER 11.

THE TRANSMITTER IS READY TO CONNECT AND ENERGIZE THE LONG WIRE ANTENNA UPON EXPEDITED GRANT OF THIS SPECIAL TEMPORARY AUTHORITY.
