REQUEST FOR STA

THE APPLICANT SEEKS SPECIAL TEMPORARY AUTHORITY ('STA') TO OPERATE THE STATION USING A NON-DIRECTIONAL PATTERN AT NIGHT.

THE STATION IS CURRENTLY AUTHORIZED TO OPERATE 1) NON-DIRECTIONALLY, AT 5KW DURING THE DAYTIME AND 2) DIRECTIONALLY, AT 1KW DURING THE NIGHTTIME.

DUE TO DIPLEXING ISSUES, THE STATION IS UNABLE TO OPERATE IN A DIRECTIONAL MANNER DURING NIGHTTIME OPERATIONS. THE STATION IS NOT CREATING INTERFERENCE TO ANY OTHER STATIONS AND IS ABLE TO COVER ITS COMMUNITY OF LICENSE. THE APPLICANT HAS BEGUN THE PROCESS TO EVALUATE AND INSTITUTE THE NECESSARY REPAIRS. ACCORDINGLY, GRANT OF THE REQUESTED STA WOULD BE IN THE PUBLIC INTEREST.

REASON FOR EXTENSION OF STA

THE ISSUES NECESSITATING THE REQUEST FOR SPECIAL TEMPORARY AUTHORITY IN THE FIRST INSTANCE HAVE YET TO BE RESOLVED. AN EXTENSION OF THAT AUTHORITY IS REQUESTED. SEE EXHIBIT 13.

THE TRANSACTION IN WHICH TOWER BROADCASTING, LLC ACQUIRED THE STATION THROUGH BANKRUPTCY PROCEEDINGS WAS FINALLY CONSUMMATED ON AUGUST 17, 2015 AFTER ARDUOUS ARRANGEMENTS TO SORT OUT ASSET ISSUES. THE LICENSEE LESS THAN ONE MONTH LATER IS STILL IN THE INITIAL STAGES OF SORTING OUT THE OPERATIONAL AND TECHNICAL ISSUES WHICH PLAGUED THE STATION DURING THE TIME PERIOD IN WHICH THE TRUSTEE WAS OPERATING THE STATION. LICENSEE IS PROCEEDING WITH DILIGENCE TO RESOLVE THE DIPLEXER ISSUE AFFECTING BOTH WELM AND WEHH.
