[SPECIAL ENGINEERING NOTE] THIS SITE HAS SOMEWHAT LIMITED BOUNDARIES, AS DESCRIBED IN BMP20061010ADI (ENGINEERING EXHIBIT 5). AS A RESULT, A GROUND SYSTEM LOSS CORRECTION FACTOR HAS BEEN APPLIED. WE USE THE APPARENT ELECTRICAL HEIGHT A + B = G 90.74 DEGREES. AS NOTED ABOVE, THE AVERAGE GROUND SYSTEM RADIAL LENGTH IS 40.2 METERS. HOWEVER, THE COMMISSIONS FIGURE 8 CORRECTION FACTOR PROGRAM DOES NOT WORK BECAUSE THIS LENGTH IS SLIGHTLY BELOW .15 LAMDA. THEREFORE, WE INCREASE SLIGHTLY TO 41.7 METERS (.15 L) AVERAGE RADIAL LENGTH FOR THIS CALCULATION AND ARRIVE AT A CONSERVATIVE, CORRECTED 1KW RMS OF 277.305 MV @ 1 KILOMETER.

THIS IS AN APPLICATION FOR FURTHER EXTENSION OF SPECIAL TEMPORARY AUTHORITY TO CONTINUE TO OPERATE THE DAY AND NIGHT TRANSMITTING FACILITIES OF CLASS D AM STATION WHOO, FACILITY ID # 54573, 1080 KILOHERTZ AT KISSIMMEE, FLORIDA TEMPORARILY ON A NON-DIRECTIONAL BASIS FROM THE LICENSED TRANSMITTER SITE OF AM STATION WAMT, FACILITY ID # 15877, WHICH OPERATES ON 1190 KILOHERTZ AT PINE CASTLE/SKY LAKE, FLORIDA.

THIS WAS ORIGINALLY IN THE NATURE OF AN EMERGENCY STA IN THAT THE CURRENTLY LICENSED TRANSMITTER SITE FOR WHOO (WHICH WAS NOT OWNED BY THE LICENSEE) WAS SOLD AND BECAME UNAVAILABLE TO GENESIS COMMUNICATIONS I, INC. ON MARCH 5, 2015. IT WAS NECESSARY TO RELOCATE THE TRANSMITTING FACILITIES FOR WHOO, OR ELSE THE STATION WOULD HAVE HAD TO GO SILENT ON THAT DATE. THE ORIGINAL STA PERMITTED THIS RELOCATION AND DIPLEX OPERATION.

THE LICENSEE OF WHOO, GENESIS COMMUNICATIONS I, INC. IS THE OWNER OF THE TRANSMITTER SITE USED BY WAMT. WAMT USES A SINGLE TOWER (ASR # 1257632). WHOO HAS BEEN OPERATING FROM THE WAMT DIPLEX SITE ON AN OMNIDIRECTIONAL BASIS AT A TRANSMITTER POWER OF 1.5 KW AND 11 WATTS NIGHTTIME. WITH THESE PARAMETERS AT THE WAMT SITE, WHOO HAS NOT EXCEEDED RSS LIMITS AT ANY LOCATION.

GENESIS COMMUNICATIONS I, INC. HAS HAD ON FILE SINCE JULY 21, 2014 A LONG-FORM MINOR CHANGE APPLICATION PROPOSING TO CHANGE THE COMMUNITY OF LICENSE FOR WHOO TO WINTER PARK, FLORIDA AND TO OPERATE WITH DIRECTIONAL ANTENNA FACILITIES AT A NEW TRANSMITTER SITE (SEE, BP-0140721AAY, PRESENTLY PENDING). IT IS NOT CLEAR TO THE APPLICANT WHY THIS APPLICATION HAS NOT BEEN GRANTED BEFORE NOW, INASMUCH AS GENESIS COMMUNICATIONS I, INC. WAS THE SUCCESSFUL BIDDER IN AUCTION 84 IN MX GROUP 84-163A. HOWEVER, IN ORDER TO KEEP WHOO ON THE AIR PENDING GRANT AND CONSTRUCTION AT WINTER PARK, THE LICENSEE IS DEPENDENT ON THE CONTINUATION OF THIS INTERIM, TEMPORARY, OMNIDIRECTIONAL DIPLEX OPERATION PROPOSED.
