Section 1.1306 (i.e., The facility will not have a significant environmental impact and complies with the maximum permissible radiofrequency electromagnetic exposure limits for controlled and uncontrolled environments). EXHIBIT 15 - ENVIRONMENTAL CONSIDERATIONS

THE PROPOSED WRBS STA FACILITY MAY BE EXCLUDED FROM ENVIRONMENTAL PROCESSING UNDER 47. C.F.R. SECTION 1.1306 BECAUSE THE PROPONENT IS SPECIFYING THE USE OF AN EXISTING SHARED TOWER. THE STA FACILITY WILL THEREFORE NOT HAVE A SIGNIFICANT ENVIRONMENTAL IMPACT. PLEASE SEE THE ATTACHED EXHIBIT 15 STATEMENT.

THE PROPOSED STA FACILITY WILL ALSO COMPLY WITH THE MAXIMUM PERMISSIBLE RADIOFREQUENCY ELECTROMAGNETIC EXPOSURE LIMITS FOR CONTROLLED AND UNCONTROLLED ENVIRONMENTS BASED UPON OET 65 CALCULATIONS (SEE TABULATION IN THE ATTACHED EXHIBIT 15 STATEMENT).

EXHIBIT 16 - REASON FOR STA REQUEST

WRBS IS LOSING ITS SITE, NECESSITATING THIS REQUEST FOR OPERATION AT ANOTHER SUITABLE LOCATION. IN ORDER TO MAINTAIN OPERATION, A REPLACEMENT SITE HAS BEEN FOUND WHICH IS ALSO THE SITE OF TWO OTHER AM STATIONS, WOLB AND WWIN. A TRIPLEXED OPERATION AT 400 WATTS IS HEREIN REQUESTED USING THE 128.35 DEGREE TOWER IDENTIFIED ELSEWHERE IN THIS REQUEST. THIS POWER LEVEL WAS CHOSEN TO ENSURE THAT THE STA OPERATION'S PREDICTED 0.5 MV/M CONTOUR IS CONTAINED SUBSTANTIALLY WITHIN THE PREDICTED LICENSED 0.5 MV/M CONTOUR. (PLEASE SEE THE ATTACHED COMPARATIVE COVERAGE MAP.) MINOR CONTOUR EXCURSIONS OUTSIDE THE LICENSED CONTOUR OCCUR DUE TO THE SALT WATER PATHS PROVIDED BY THE CHESAPEAKE BAY, HOWEVER NO MATERIAL IMPACT IS EXPECTED TO OCCUR TO NEIGHBORING FACILITIES. IF INTERFERENCE COMPLAINTS ARE RECEIVED, WRBS WILL REDUCE POWER AS NECESSARY.

APPROPRIATE TRIPLEXING EQUIPMENT (COMBINERS, FILTERS AND TRAPS) HAS BEEN ORDERED FROM KINTRONIC LABS IN ORDER TO INITIATE THIS OPERATION. IT IS EXPECTED TO BE AVAILABLE SHORTLY FOR INSTALLATION AND TUNEUP. APPROPRIATE MEANS WILL BE TAKEN TO ENSURE THAT THERE IS NO IMPACT TO THE HOST STATIONS, INCLUDING COLLECTING BASE IMPEDANCE MEASUREMENTS, PROVIDING UPDATED LICENSE INFORMATION IF NECESSARY, AND CONDUCTING HARMONIC AND INTERMODULATION MEASUREMENTS TO DEMONSTRATE THAT THERE IS NO UNDESIRED INTERACTION.

SPECIAL TEMPORARY AUTHORITY IS BEING REQUESTED FOR A PERIOD OF 6 MONTHS TO AFFORD THE LICENSEE SUFFICIENT TIME TO COMPLETE STEPS NECESSARY FOR THE SECURING OF A SUITABLE PERMANENT REPLACEMENT SITE.

THE PUBLIC INTEREST WILL BE FURTHERED BY A GRANT IN THAT CONTINUED OPERATION OF WRBS WOULD BE ASSURED. AS IS SHOWN IN THE ATTACHED MAP, THE PROPOSED STA FACILITY'S 5 MV/M (PRINCIPAL COMMUNITY CONTOUR) WOULD COVER OVER 90% OF THE POPULATION OF BALTIMORE, THE WRBS CITY OF LICENSE.
