STA CIRCUMSTANCES

THE WIBW(AM) ANTENNA SYSTEM SUFFERED A LIGHTNING STRIKE IN LATE SEPTEMBER 2016 THAT DESTROYED AN ANTENNA MONITORING SAMPLE TRANSFORMER AND CAUSED OTHER DAMAGE THAT AFFECTED THE STATION'S NIGHTTIME DIRECTIONAL PATTERN. THE LIGHTNING-DAMAGED ANTENNA MONITOR SAMPLING SYSTEM HAS BEEN FULLY REPLACED, BUT MONITOR READINGS NO LONGER CORRESPOND TO LICENSED VALUES WHEN THE ARRAY IS ADJUSTED PROPERLY. PARTIAL PROOF OF PERFORMANCE MEASUREMENTS WERE TAKEN MAY 7-8, 2018 TO ENSURE PROPER OPERATION OF THE WIBW NIGHT DIRECTIONAL PATTERN. A TECHNICAL REPORT INCLUDING ANALYSIS OF THE PARTIAL PROOF DATA IS BEING PREPARED FOR FILING WITH FCC FORM 302-AM TO RELICENSE THE ARRAY WITH NEW ANTENNA MONITOR VALUES. LICENSEE HEREBY REQUESTS AN EXTENSION OF THE SPECIAL TEMPORARY AUTHORITY TO CONTINUE TO OPERATE WITH PARAMETERS AT VARIANCE ON THE NIGHT PATTERN WHILE THE APPLICATION IS FILED AND PROCESSED. THE LICENSEE WILL CONTINUE TO REDUCE POWER DURING DA-N OPERATION TO KEEP MONITOR POINTS WITHIN LIMITS.
