REQUEST FOR STA

THE APPLICANT SEEKS SPECIAL TEMPORARY AUTHORITY ('STA') TO OPERATE THE STATION WITH REDUCED POWER DURING THE DAYTIME AND USING A NON-DIRECTIONAL PATTERN AT NIGHT.

THE STATION IS CURRENTLY AUTHORIZED TO OPERATE 1) DIRECTIONALLY, AT 5KW DURING THE DAYTIME AND 2) DIRECTIONALLY, AT 0.17KW DURING THE NIGHTTIME.

DUE TO PHASING ISSUES, THE STATION HAD TO REDUCE ITS DAYTIME POWER AND IS NOW OPERATING AT 3.5KW OR 70% OF AUTHORIZED POWER. ADDITIONALLY, AND AS A CONSEQUENCE OF DIPLEXING ISSUES, THE STATION'S NIGHTTIME OPERATIONS HAVE ALSO BEEN AFFECTED. THE STATION IS UNABLE TO OPERATE ON THE NIGHTTIME DIRECTIONAL PATTERN. IT IS CURRENTLY OPERATING AT THE AUTHORIZED NIGHTTIME POWER OF 0.17KW, UTILIZING THE DAYTIME DIRECTIONAL PATTERN. THE STATION IS NOT CREATING INTERFERENCE TO ANY OTHER STATIONS AND IS ABLE TO COVER ITS COMMUNITY OF LICENSE. THE APPLICANT HAS BEGUN THE PROCESS TO EVALUATE AND INSTITUTE THE NECESSARY REPAIRS. ACCORDINGLY, GRANT OF THE REQUESTED STA WOULD BE IN THE PUBLIC INTEREST.

EXTENSION OF STA

THIS HAS BEEN AN EXTENSIVE REMEDIAL PROJECT WITH MANY DELAYING FACTORS. WEHH AND WELM ARE DIPLEXED INTO ONE ANTENNA SYSTEM.

THE WEHH DIPLEXERS HAVE BEEN RETUNED BUT THE WELM DIPLEXERS HAVE BEEN DIFFICULT TO GET OPERATIONAL.

IT ALSO BEEN DISCOVERED THAT THERE IS A PROBLEM WITH THE CENTER TOWER (OF THREE) LIGHTING CHOKE WHICH HAS CREATED ISSUES WITH THE TOWER LIGHTING SYSTEM. THE BASE IMPEDANCE OF THAT CENTER TOWER IS OFF AND IS NOT ABLE TO BE TUNED UNTIL THE LIGHTING ISSUES ARE RESOLVED.

THUS, WHILE THE WELM DIPLEXER PROBLEMS ARE RESOLVED, THE CENTER TOWER LIGHTING ISSUE AND ADJUSTMENT OF THE BASE IMPEDANCE IS AWAITING TOWER CREWS TO ASSIST IN RESOLUTION.

ACCORDINGLY, AN EXTENSION OF AUTHORITY TO OPERATE AS SPECIFIED IN FCC FILE NO. BSTA-20140131ALR IS RESPECTFULLY REQUESTED.
