Exhibit 13
Description:
WJUA STA MODES OF OPERATION

THIS NEW STA WILL REPLACE BESTA-20170119AAE. NIGHTTIME OPERATION WILL CONTINUE TO BE WITH THE POWER AND DIRECTIONAL ANTENNA THAT HAS BEEN AUTHORIZED TO COMPENSATE FOR CUBAN INTERFERENCE OVER THE LONG TERM. DAYTIME OPERATION WILL BE WITH THE PREVIOUSLY AUTHORIZED STA 10 KILOWATT NONDIRECTIONAL ANTENNA OR WITH THE SAME DIRECTIONAL ANTENNA AND POWER THAT IS USED AT NIGHT, AS NECESSARY DUE TO PROBLEMS WITH THE ANTENNA TUNING UNIT AND THE PATTERN SWITCHING CIRCUITRY OF THE ANTENNA SYSTEM.

Exhibit 33
Description:
RF ENVIRONMENTAL CONCERNS

THE MODES OF OPERATION HAVE BEEN AUTHORIZED PREVIOUSLY AND THE SAME MEASURES TO LIMIT HUMAN EXPOSURE TO RADIOFREQUENCY RADIATION WILL REMAIN IN EFFECT

Attachment 33

Exhibit 34
Description:
CIRCUMSTANCE REQUIRING STA

THE NIGHTTIME STA FOR INCREASED POWER INTO THE DIRECTIONAL ANTENNA THAT HAS BEEN AUTHORIZED LONG TERM TO COMPENSATE FOR CUBAN INTERFERENCE REMAINS NECESSARY, AS THE TRANSMITTER IN CUBA THAT CAUSES THE INTERFERENCE CONTINUES TO OPERATE AND OBSERVATIONS CONFIRM THAT IT IS ON THE AIR.

IN THE DAYTIME, CONTROL CIRCUIT DAMAGE HAD MADE THE NONDIRECTIONAL OPERATION WITH 10 KILOWATTS POWER AUTHORIZED BY BESTA-20170119AAE NECESSARY. SUBSEQUENT LIGHTNING STRIKE DAMAGE TO THE ANTENNA TUNING UNIT MAKES IT NECESSARY FOR OPERATION TO BE WITH THE STA AUTHORIZED NIGHTTIME POWER AND DIRECTIONAL ANTENNA PATTERN BOTH DAY AND NIGHT UNLESS AND UNTIL THE 10 KILOWATT NONDIRECTIONAL OPERATION CAN BE RESTORED. SUCH STA OPERATION WILL MAKE IT POSSIBLE FOR WAXA TO CONTINUE SERVING THE PUBLIC WITH ACCEPTABLE MODES OF OPERATION. DURING THE LAST EXTENSION OF THE STA, UNSUCCESSFUL ATTEMPTS WERE MADE TO REPLACE/REPAIR THE CONTROL CABLE CONNECTING THE TOWER WITH THE PHASOR. PROGRESS IN THIS REGARD HAS BEEN HAMPERED BY THE FACT THAT THE CABLE IS UNDER WATER MOST OF THE YEAR.
