THE APPLICANT IS PROPOSING COMBINED OPERATION WITH WFSI USING A SINGLE EXISTING AND REGISTERED TOWER FROM THE WFSI DIRECTIONAL ARRAY. THE APPLICANT CERTIFIES THAT IT WILL REDUCE POWER AND EXTEND ANY FENCING OR ACCESS TO THE TOWERS TO PROTECT THE PUBLIC AND WORKERS FROM RF EXPOSURE TO COMPLY WITH THE SPECIFICATIONS CONTAINED IN OET BULLETIN 65.

EXTRAORDINARY CIRCUMSTANCES EXPLANATION

THE CURRENTLY-LICENSED FACILITY OF WBMD CONSISTS OF A FOLDED UNIPOLE MOUNTED ON A GROUNDED TOWER. THE LANDLORD/TOWER OWNER OF THE WBMD TOWER SITE HAS ADDED MANY ANTENNAS TO THE TOWER SUBSEQUENT TO THE ORIGINAL INSTALLATION, INCLUDING A CELLULAR ARRAY IN THE MIDDLE OF THE UNIPOLE APERTURE, RESULTING IN UNSTABLE OPERATION OF THE ANTENNA SYSTEM BEYOND THE CONTROL OF THE LICENSEE'S ABILITY TO RESOLVE.   IN APRIL OF 2018, THE SUBLEASE WAS TERMINATED AND WBMD CEASED BROADCASTING ON THE CURRENTLY-LICENSED TOWER FACILITIES DUE TO THE NUMEROUS ISSUES CAUSED AT THE SITE, AMONG OTHER FACTORS. IN THE INSTANT STA REQUEST, THE APPLICANT PROPOSES TO OPERATE WBMD WITH TEMPORARY FACILITIES FROM TOWER #3 OF THE COMMONLY-OWNED WFSI TRANSMISSION FACILITIES. THE APPLICANT HAS ENGAGED PHASETEK AND ORDERED THE COMBINING EQUIPMENT NECESSARY TO FULFILL THE STA REQUEST. THE FACILITIES CONTAINED IN THE INSTANT STA REQUEST DO NO INCREASE ANY WBMD SERVICE AND INTERFERING CONTOURS IN ANY DIRECTION. THE CITY OF LICENSE IS STILL SUBSTANTIALLY SERVED BY THE PROPOSED STA FACILITY.    IF NECESSARY, THE APPLICANT WILL FILE THE REQUISITE STA REQUESTS FOR WFSI TO OPERATE AT REDUCED POWER AND WILL KEEP THE WFSI DIRECTIONAL ARRAY PARAMETERS WITHIN TOLERANCE PER ALL PERTINENT REGULATIONS.
