Section 1.1306 (i.e., The facility will not have a significant environmental impact and complies with the maximum permissible radiofrequency electromagnetic exposure limits for controlled and uncontrolled environments). Unless the applicant can determine compliance through the use of the RF worksheets in Appendix A, an Exhibit is required.

ABOUT 5 WEEKS AGO, MERCHANT BROADCASTING INC HAD A STUDY DONE TO LEARN IF THE STATION COULD OBTAIN A LICENSE TO BROADCAST FROM THE KLCL 1470 AM ANTENNA SITE (DIPLEX) APPROXIMATELY 5 MILES EAST NORTH EAST OF THE PRESENT KEZM LOCATION. WHILE THE STUDY SHOWED THAT MOVING THE ANTENNA COULD NOT BE DONE AT THE REQUIRED 250 WATTS,(NON DIRECTIONAL)THE STUDY DID PROVE THAT ONCE THE FCC MAKES A DECISION ON CONTOUR PROTECTION RULES, THE ANTENNA COULD BE MOVED TO THE KLCL SITE AND POSSIBLY RETURN TO THE ORIGINALLY LICENSED 500 WATTS, NON DIRECTIONAL. EVEN AT 250 WATTS, KEZM WOULD COVER ALL OF SULPHUR WITH A CITY GRADE SIGNAL FROM THIS SITE. THIS LOCATION WOULD MEET ALL FCC EFFICIENCY AND COVERAGE RULES

KEZM CONTINUES TO OPERATE WITHOUT INTERFERENCE WITH ANY OTHER FACILITY. KEZM IS THE ONLY RADIO STATION LICENSED TO SULPHUR THAT IS ACTUALLY IN THE CITY. KEZM IS ALSO THE ONLY LOCALLY OWNED STATION IN THIS COMMUNITY. WE ARE CURRENTLY PRODUCING AND AIRING THE LOCAL UNIVERSITY'S BASEBALL AND SOFTBALL GAMES. WE WILL ALSO BE BROADCASTING THE LOCAL HIGH SCHOOL FOOTBALL GAMES IN THE FALL AND POSSIBLY THE LOCAL LITTLE LEAGUE PLAYOFF GAMES IN THE SUMMER.

THEREFORE, KEZM IS REQUESTING AN EXTENSION OF IT'S CURRENT STA. ONCE THE FCC REACHES A DECISION ON THE PENDING CONTOUR PROTECTION RULES, KEZM WILL IMMEDIATELY BEGIN WORKING ON MOVING TO THE KLCL SITE AND BECOMING FULLY LICENSED AGAIN. IT IS OUR DESIRE TO GET THIS DONE AS SOON AS POSSIBLE. WE NOW KNOW THAT IS POSSIBLE WITH THIS ONE RULE CHANGE.
