GRANT OF THIS APPLICATION IS NOT CONSIDERED TO BE A MAJOR ENVIRONMENTAL ACTION AS DEFINED BY SECTION 1.1307 OF THE FCC RULES. NO SECTION 1.1307(A) CONDITIONS ARE BELIEVED TO APPLY.

THE PROPOSED TRANSMITTING FACILITIES ARE TO BE DIPLEXED ONTO ONE OF THE TWO EXISTING TOWERS OF CLASS B RADIO STATION, KWSW 980 KHZ, FCC FACILITY ID NO. 19841, EUREKA, CALIFORNIA. THE TOWERS ARE REGISTERED WITH THE FCC. THE COMBINED EXISTING KWSW AND PROPOSED KEJY OPERATIONS CAN COMPLY WITH FCC GUIDELINES LIMITING HUMAN EXPOSURE TO RADIO FREQUENCY ENERGY.

THERE IS FENCING WITH LOCKED GATES THE SURROUNDS THE ANTENNA SITE AT A DISTANCE THAT FAR EXCEEDS THAT WHICH IS NEEDED TO ACHIEVE COMPLIANCE WITH FCC GUIDELINES. TABLES 1 AND 2 IN OET BULLETIN NO. 65 (AUGUST 1997) AND IN FCC FORM 301 INSTRUCTIONS WORKSHEET 3, CONCERNING PREDICTED DISTANCES FROM AN AM TOWER FOR COMPLIANCE WITH FCC LIMITS.

AS APPROPRIATE, ADDITIONAL WARNING SIGNS FOR AUTHORIZED WORKERS WILL BE POSTED AT THE SITE, WITH EXPLANATORY INFORMATION ABOUT REQUIRED MAINTENANCE PROCEEDURES. THE STATIONS WILL BE SHUT DOWN WHENEVER AUTHORIZED ACCESS IS REQUIRED ON THE TOWERS THEMSELVES.

PRELIMINATRY DESIGN OF THE NEW DIPLEXED ANTENNA SYSTEM IS ONGOING AND ANTENNA MATCHING / DIPLEXING COMPONENTRY IS BEING SOURCED.

KWSW(AM) EUREKA, CALIFORNIA IS CURRENTLY OPERATING PER THE MOST RECENT LICENSE (BZ-20120914AES) WITH NEGLIBLE CHANGES TO THE STATION'S OPERATING PARAMETERS.
