TOWNSQUARE MEDIA MONMOUTH-OCEAN LICENSE, LLC RESPECTFULLY REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE BOTH DAY AND AND NIGHTTIME PARAMETERS AT REDUCED POWER AND/OR AT VARIANCE WHILE MAINTAINING ITS MONITOR POINT LIMITS.

CROWN CASTLE, OWNER OF THE STATION'S TOWERS, RECENTLY COMPLETED A TOWER BASE REINFORCEMENT AND GUY WIRE RELOCATION PROJECT FOR TWO OF THE STATION'S TOWERS. UNFORTUNATELY, DAMAGE OCCURRED TO THE GROUND SYSTEM FOR ONE OF THE TOWERS, AND POST-CONSTRUCTION MEASUREMENTS REVEAL ANTENNA PATTERN DISTURBANCE. LICENSEE IS PRESENTLY AWAITING TOWER OWNERS REPAIRS TO THE GROUND SYSTEM AND THE COMPLETION OF A PARTIAL PROOF OF PERFORMANCE.

THEREFORE, TOWNSQUARE RESPECTFULLY REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE WOBM WITH DAYTIME AND NIGHTTIME WITH PARAMETERS AT VARIANCE WHILE MAINTAINING MONITOR POINTS PENDING COMPLETION OF ENGINEERING TO REQUEST NEW PARAMETERS REQUIRED BY THE PHYSICAL CHANGES TO THE TOWERS. TOWNSQUARE WILL PROMPTLY NOTIFY THE COMMISSION AS SOON AS THE STATION IS ABLE TO RESUME LICENSED OPERATIONS.

BASIS FOR STA EXTENSION REQUEST

TOWNSQUARE MEDIA MONMOUTH-OCEAN LICENSE, LLC RESPECTFULLY REQUESTS AN EXTENSION OF SPECIAL TEMPORARY AUTHORITY TO OPERATE WOBMS DAY AND NIGHTTIME PARAMETERS AT REDUCED POWER AND/OR AT VARIANCE WHILE MAINTAINING ITS MONITOR POINT LIMITS.

CROWN CASTLE, OWNER OF THE STATIONS TOWERS, COMPLETED A TOWER BASE REINFORCEMENT AND GUY WIRE RELOCATION PROJECT FOR TWO OF THE STATIONS TOWERS. UNFORTUNATELY, DAMAGE OCCURRED TO THE GROUND SYSTEM FOR ONE OF THE TOWERS, AND POST-CONSTRUCTION MEASUREMENTS REVEALED ANTENNA PATTERN DISTURBANCE.

AS DESCRIBED IN THE PREVIOUS EXTENSION REQUEST, FOLLOWING FAR-ABOVE NORMAL RAINFALL DURING 2018, A LARGE POOL OF WATER (OVER 30 METERS ACROSS) FORMED IMMEDIATELY ADJACENT TO TOWER #4 OF THE WOBM ARRAY. THIS STANDING WATER REMAINED PRESENT THROUGHOUT MUCH OF THE FALL AND WINTER SEASON, WITH APPRECIABLE IMPACT ON ANTENNA MONITOR READINGS THAT PRECLUDED A PARTIAL PROOF. WHILE THE WATER EVENTUALLY RECEDED, ADJUSTMENT AND PROOFING WAS FURTHER DELAY BY 5G WIRELESS INSTALLS ON A NEARBY DETUNED TOWER (ASRN 10460069, APPROXIMATELY 0.67 KM FROM THE WOBM ARRAY).

FOLLOWING CONSTRUCTION AND ADJUSTMENT OF THAT TOWERS DETURNING TO PRE-CONSTRUCTION PARAMETERS, WOBM PROCEEDED TO WITH ITS OWN ADJUSTMENT AND PARTIAL PROOF. HOWEVER, SEVERAL TECHNICAL ISSUES ARE STILL BEING RESOLVED, INCLUDING, FOR EXAMPLE, FLUCTUATIONS THAT HAVE BEEN DETECTED AT MONITOR POINTS. ADDITIONAL TIME IS NEEDED TO CONFIRM THE ACCURACY OF THE MONITOR POINT READINGS AND RESOLVE ANY REMAINING OUTSTANDING ISSUES. THEREFORE, TOWNSQUARE RESPECTFULLY REQUESTS AN EXTENSION OF SPECIAL TEMPORARY AUTHORITY TO OPERATE WOBM WITH DAYTIME AND NIGHTTIME WITH PARAMETERS AT VARIANCE WHILE MAINTAINING MONITOR POINTS PENDING COMPLETION OF ENGINEERING TO REQUEST NEW PARAMETERS REQUIRED BY THE PHYSICAL CHANGES TO THE TOWERS. TOWNSQUARE WILL PROMPTLY NOTIFY THE COMMISSION AS SOON AS THE STATION IS ABLE TO RESUME LICENSED OPERATIONS.
