STA TO OPERATE WITH REDUCED MINIMUM SCHEDULE

KHVN IS LICENSED TO SERVE FT. WORTH, TEXAS, WITH 10KW DAY, 1 KW NIGHT.

SECTION 73.1740 OF THE COMMISSION'S RULES PROVIDES THAT ALL COMMERCIAL BROADCAST STATIONS ARE REQUIRED TO OPERATE NOT LESS THAN THE FOLLOWING MINIMUM HOURS:

AM AND FM STATIONS. TWO-THIRDS OF THE TOTAL HOURS THEY ARE AUTHORIZED TO OPERATE BETWEEN 6 A.M. AND 6 P.M. LOCAL TIME AND TWO-THIRDS OF THE TOTAL HOURS THEY ARE AUTHORIZED TO OPERATE BETWEEN 6 P.M. AND MIDNIGHT, LOCAL TIME, EACH DAY OF THE WEEK EXCEPT SUNDAY.

KHVN REQUESTS STA TO OPERATE WITH A REDUCED SCHEDULE OF A MINIMUM 6 HOURS PER DAY BETWEEN THE HOURS OF 6 AM AND 6 PM, MONDAY-SATURDAY, AND NOTHING BETWEEN THE HOURS OF 6PM AND MIDNIGHT.

STA IS DESIRED FOR FINANCIAL REASONS DURING A TIME WHEN ATTRACTING REVENUE TO SUPPORT AM STATION OPERATIONS HAS BECOME DIFFICULT IN LARGE PART DUE TO ONE OF THE MANY EFFECTS OF THE CORONAVIRUS PANDEMIC.

THE NATIONAL ECONOMY HAS JUST POSTED THE WORST DROP ON RECORD AND IS FORECAST TO WORSEN AS COVID RESURGES AND STATES ARE CRACKING DOWN ON RESTRICTING LOCAL BRICK-AND-MORTAR RETAIL TRAFFIC WHICH IS THE BREAD AND BUTTER FOR RADIO ADVERTISING DOLLARS. TEXAS IS A NOTABLE HARD HIT COVID-19 HOT SPOT.

THIS STA IS IN THE PUBLIC INTEREST BECAUSE, RATHER THAN TAKING THE STATION SILENT, THE STA WILL ENABLE KHVN TO RETAIN SOME EMPLOYMENT OPPORTUNITIES IN ADDITION TO CONTINUING TO PROVIDE A REDUCED BROADCAST SERVICE TO LISTENERS.

MORTENSON BROADCASTING OF TEXAS, INC., IS THE LICENSEE OF SISTER STATION KKGM(AM) ALSO LICENSED TO SERVE FT. WORTH, TEXAS, WHICH DOES NOT SEEK STA FOR REDUCED SCHEDULE.
