EXPLANATION CONCERNING NEED FOR STA

CCR-MONTROSE IV, LLC, LICENSEE OF KUBC(AM), MONTROSE, COLORADO, FACILITY ID 73626 (STATION) REQUESTS AN STA TO OPERATE STATION AT VARIANCE BECAUSE STATION IS READY TO COMMENCE DIRECTIONAL ANTENNA PERFORMANCE VERIFICATION OF ITS DIRECTIONAL ANTENNA SYSTEM USING THE COMPUTER MODELING AND SAMPLING SYSTEM VERIFICATION PROCEDURES SET FORTH IN SECTION 73.151 OF THE RULES. OPERATION WITH PARAMETERS AT VARIANCE WILL BE NECESSARY WHILE THE PROOF PROCESS IS UNDERWAY. THE ANTENNA SYSTEM IS BELIEVED TO BE IN GOOD PHYSICAL AND ELECTRICAL CONDITION AND NO UNDUE DELAYS ARE ANTICIPATED IN COMPLETING THE LICENSING PROCESS.

AS PART OF THE RE-LICENSING PROCESS FM TRANSLATOR CP BNPFT-20180508ABB, K283CZ, WILL BE IMPLEMENTED SO THAT THE LICENSE FILING WILL NOT REQUIRE LATER MODIFICATION.

AS A RESULT, LICENSEE REQUESTS AN STA TO OPERATE STATION WITH PARAMETERS AT VARIANCE FOR SIX MONTHS UNTIL THE LICENSING PROCESS IS COMPLETED.
