EXHIBIT 13 - DESCRIPTION OF PROPOSED ANTENNA VARIANCE

KIML IS PRESENTLY AUTHORIZED TO OPERATE WITH 5 KW NON-DIRECTIONALLY DURING DAYTIME HOURS, AND WITH 1 KW INTO A DIRECTIONAL ANTENNA SYSTEM DURING NIGHTTIME HOURS.

DUE TO TRANSMITTER AND ANTENNA SYSTEM EQUIPMENT FAILURES, IT IS RESPECTFULLY REQUESTED TO OPERATE KIML NON-DIRECTIONALLY WITH 1 KW DURING DAYTIME HOURS, AND 250 WATTS (25% OF ITS AUTHORIZED NIGHTTIME POWER) DURING NIGHTTIME HOURS.

ONE OF THE EXISTING TOWERS OF THE KIML DIRECTIONAL ANTENNA ARRAY WILL BE USED FOR THIS OPERATION. THE STATION'S REFERENCE COORDINATES OF RECORD ARE 44-18-12 N, 105-29-52 W (NAD-27 BASIS). THE COORDINATES SHOWN IN THIS REQUEST ARE THOSE ON RECORD IN THE FCC'S ASR DATABASE FOR THE INTENDED STA TOWER (IN NAD-27 TERMS: 44-18-09.3 N, 105-29-50.8 W).

IF INTERFERENCE COMPLAINTS ARE RECEIVED FOR THE NIGHTTIME MODE OF OPERATION, KIML WILL FURTHER REDUCE NIGHTTIME POWER OR CEASE OPERATION AS NECESSARY TO RESOLVE THE COMPLAINTS

EXHIBIT 15 - ENVIRONMENTAL CONSIDERATIONS

IT IS BELIEVED THAT THE PROPOSED STA FACILITY MAY BE EXCLUDED FROM ENVIRONMENTAL PROCESSING UNDER 47. C.F.R. SECTION 1.1306 BECAUSE THE FACILITY WILL NOT HAVE A SIGNIFICANT ENVIRONMENTAL IMPACT. (AN EXISTING TOWER WILL BE USED FOR THIS STA WITH NO CHANGES REQUIRED IN THE TOWER OR THE IMMEDIATE AREA SURROUNDING IT. ALSO, THIS STA OPERATION WILL COMPLY WITH THE MAXIMUM PERMISSIBLE RADIOFREQUENCY ELECTROMAGNETIC EXPOSURE LIMITS FOR CONTROLLED AND UNCONTROLLED ENVIRONMENTS.)

SPECIFICALLY, THE TOWER BASE AREA WILL IS SURROUNDED BY A POSTED AND LOCKED FENCE THAT LIMITS APPROACH TO ANY ENERGIZED SURFACE TO DISTANCES OF GREATER THAN 1 METER. EXPOSURE AT PUBLICLY ACCESSIBLE LOCATIONS FROM THE 1000 WATT NON-DIRECTIONAL 90.6 DEGREE ANTENNA WILL BE WELL BELOW THE GENERAL PUBLIC LIMITS (I.E.: 1.78% OF THE ELECTRIC AND 18.26% OF THE MAGNETIC MPE LIMITS FOR UNCONTROLLED/GENERAL POPULATION ENVIRONMENTS). THE PROPOSED LESSER POWERED NIGHTTIME OPERATION OF 0.25 KW WOULD CREATE EVEN LESS OF AN RF EXPOSURE CONCERN.

FURTHER, THE APPLICANT HEREIN AFFIRMS THAT IT IS THE ONLY USER OF THE SITE, BUT IT WILL NEVERTHELESS COORDINATE OPERATIONS WITH ANY OTHER FUTURE OTHER USERS OF THE SITE. THE APPLICANT WILL REDUCE POWER OR CEASE OPERATION AS NECESSARY TO PROTECT PERSONS HAVING ACCESS TO THE SITE, TOWER OR ANTENNA FROM RADIOFREQUENCY ELECTROMAGNETIC EXPOSURE IN EXCESS OF FCC GUIDELINES.

EXHIBIT 16 - NATURE OF THE STA REQUEST

DUE TO TRANSMITTER AND ANTENNA SYSTEM EQUIPMENT FAILURES, IT IS RESPECTFULLY REQUESTED TO OPERATE KIML NON-DIRECTIONALLY AT ITS EXISTING SITE WITH 1 KW DURING DAYTIME HOURS, AND 250 WATTS (25% OF ITS AUTHORIZED NIGHTTIME POWER) DURING NIGHTTIME HOURS. ONE OF THE EXISTING KIML TOWERS WILL BE USED FOR THIS PURPOSE.

THE LICENSEE IS IN THE PROCESS OF PREPARING AN APPLICATION FOR CONSTRUCTION PERMIT (CP) TO REQUEST PERMANENT AUTHORITY TO OPERATE KIML NON-DIRECTIONALLY (AT 1 KW DAYTIME AND APPROXIMATELY 0.04 KW (40 WATTS) NIGHTTIME POWER).

THE LENGTH OF TIME REQUESTED FOR THIS STA IS 6 MONTHS, WHICH SHOULD PROVIDE SUFFICIENT TIME FOR THE PREPARATION AND FILING OF THE FCC APPLICATION FOR CP, AND THE ANTICIPATED TIME NEEDED FOR FCC PROCESSING OF THE MINOR MODIFICATION REQUEST.

A GRANT OF THE SPECIAL TEMPORARY AUTHORITY (STA) REQUEST WOULD ALLOW CONTINUED SERVICE TO THE COMMUNITY WHILE THE APPLICATION IS BEING PROCESSED.

THE PROPOSED DAYTIME STA OPERATION'S 0.5 MV/M CONTOUR DOES NOT EXCEED THE STATION'S PRESENTLY AUTHORIZED 0.5 MV/M CONTOUR DUE TO THE INVOLVED REDUCTION IN POWER. THE 5 MV/M PRINCIPAL COMMUNITY COVERAGE CONTOUR DEVELOPED UNDER THIS STA IS PREDICTED TO ENCOMPASS 100% OF THE POPULATION OF THE CITY OF LICENSE, GILLETTE, WYOMING.

A GRANT OF THIS STA WILL ALLOW CONTINUED SERVICE TO A PORTION OF THE LICENSED COVERAGE AREA AND SERVICE TO ALL OF THE STATIONS PRINCIPAL COMMUNITY. A GRANT OF THE STA IS THEREFOR BELIEVED TO BE IN THE PUBLIC INTEREST.
