BASIS FOR STA EXTENSION REQUEST

AS PREVIOUSLY REPORTED TO THE COMMISSION, KOLM(AM) HAS INTERMITTENTLY BEEN OPERATING AT VARIANCE DUE TO PERSISTENT TECHNICAL ISSUES. SPECIFICALLY, IT HAS BEEN OPERATING ON ITS NIGHT PATTERN AT THE AUTHORIZED 800 WATTS, BOTH DAY AND NIGHT (DAY IS NORMALLY NON-DIRECTIONAL AT 10,000 WATTS). LICENSEE IDENTIFIED THE INITIAL PROBLEM AS A CONTROL CABLE ISSUE, POSSIBLY A CONTACTOR ISSUE. WHILE IT WAS ABLE TO FIX THIS ISSUE AND RESUME FULL POWER OPERATIONS TEMPORARILY, IT SUBSEQUENTLY DISCOVERED THAT RESUMING OPERATIONS ON ITS DAYTIME SITE WAS CAUSING THE AUDIO PROCESSOR TO BLOW THE OUTPUT INTEGRATED CIRCUIT CHIPS.

SINCE THE LAST STA EXTENSION REQUEST, THE LICENSEE HAS ENCOUNTERED ADDITIONAL ISSUES WITH THE UNDERGROUND CABLING TO THE TOWER BASES. HOWEVER, WINTER WEATHER HAS PREVENTED THE STATION ENGINEER FROM LOCATING THE SOURCE OF THOSE ISSUES AND MAKING THE NECESSARY REPAIRS. LICENSEE WILL DO SO AS SOON AS CONDITIONS IMPROVE. IN THE INTERIM, LICENSEE RESPECTFULLY REQUESTS ANOTHER EXTENSION OF STA TO OPERATE KOLM(AM) ON THE NIGHT PATTERN AT THE AUTHORIZED 800 WATTS, BOTH DAY AND NIGHT. LICENSEE WILL PROMPTLY NOTIFY THE COMMISSION WHEN THE STATION IS ABLE TO RESUME OPERATIONS AT ITS LICENSED PARAMETERS.
