TEMPORARY OPERATION WITH PARAMETERS AT VARIANCE

ON AUGUST 10, 2020, KDLS RECEIVED SEVERE DAMAGE TO ALL THREE TOWERS OF THEIR AM DIRECTIONAL ANTENNA ARRAY, DUE TO DERECHO-FORCE WINDS OF NEARLY 100 MPH IN THE AREA. THE TOWER CREW IS EXPECTED TO START REPAIRS THE WEEK OF JULY 12, 2021. IT IS PROPOSED TO OPERATE KDLS NON-DIRECTIONAL DAY AND NIGHT MODE, WITH 125 WATTS (1/4 OF LICENSED DAYTIME DA POWER) INTO THE WEST TOWER ONLY. WORK IS EXPECTED TO BE COMPLETED IN 45 DAYS. WE RESPECTFULLY REQUEST SPECIAL TEMPORARY AUTHORITY OF 180 DAYS TO ALLOW WORK TO BE FULLY COMPLETED, INCLUDING ADJUSTMENTS AND RF PROOF OF MEAUREMENTS PERFORMANCE, AS NECESSARY.

RF CERTIFICATION

ALL TOWER WORK WILL BE PERFORMED INDIVIDUALLY ON EACH TOWER, ONLY WHILE THE TOWER IS NOT RADIATING. TEMPORARY FENCING WILL BE ERECTED AT EACH TOWER BASE AND COMPLY WITH ANSI RECOMENDED DISTANCES FOR THE APPROPRIATE POWER LEVEL AND TOWER HEIGHT. THE APPLICANT ALSO CERTIFIES THAT IT, IN COORDINATION WITH OTHER USERS OF THE SITE, WILL REDUCE POWER OR CEASE OPERATION AS NECESSARY TO PROTECT PERSONS HAVING ACCESS TO THE SITE, TOWER OR ANTENNA FROM RADIOFREQUENCY ELECTROMAGNETIC EXPOSURE IN EXCESS OF FCC GUIDELINES.

KDLS (FCC ID 52314) PERRY, IA, IS PROPOSING TO REMAIN ON THE AIR WITH EMERGENCY/TEMPORARY OPERATION USING A NONDIRECTIONAL ANTENNA AND REDUCED POWER NOT TO EXCEED 25 PERCENT OF LICENSED DIRECTIONAL POWER. SECTIONS 73.1680(B)(1); 73.1615(B)(3). THIS IS DUE TO SEVERE DAMAGE TO ALL THREE TOWERS OF THE THREE TOWER ARRAY, ON AUGUST 10, 2020 IN A SEVERE WINDSTORM. THIS MODE OF OPERATION IS LIMITED TO CIRCUMSTANCES IN WHICH THE STATION CANNOT OPERATE DIRECTIONALLY. USING INDIRECT POWER MEASUREMENT. KDLS WILL BE OPERATING AT 125 WATTS (1/4 LICENSED DA POWER).
