RESPONSE

THE WCAT(AM) TRANSMITTER IS PRESENTLY OPERATIONAL AT 5 KW POWER OUTPUT, AND THE STATION CAN RETURN TO NORMAL DAYTIME OPERATION WITH THE LICENSED NONDIRECTIONAL ANTENNA. HOWEVER, THERE ARE STILL UNRESOLVED PROBLEMS WITH THE NIGHTTIME DIRECTIONAL ANTENNA SYSTEM, WHICH PROHIBIT RETURNING TO OPERATION WITH THE NIGHTTIME FACILITIES AT THIS TIME. THIS REPAIR WORK REQUIRES ACCESS TO THE NIGHTTIME DIRECTIONAL ANTENNA SYSTEM (INCLUDING THE PHASING AND COUPLING EQUIPMENT, TRANSMISSION LINES, AND THREE ANTENNA TOWERS), AND IT WILL BE NECESSARY TO TEMPORARILY OPERATE ONLY DURING DAYTIME HOURS, AND REMAIN SILENT DURING NIGHTTIME HOURS EXCEPT FOR BRIEF TESTS OF THE NIGHTTIME FACILITIES. IT IS EXPECTED THAT THE DIRECTIONAL ANTENNA REPAIR WORK (INCLUDING PROCUREMENT OF ANY COMPONENTS THAT MAY BE REQUIRED) CAN BE COMPLETED WITHIN SIX MONTHS.

WCAT(AM) HAS BEEN SILENT SINCE APRIL 1, 2020, AND MUST RETURN TO OPERATION BY APRIL 1, 2021, OR FACE THE LOSS OF ITS LICENSE. THE STATION REQUESTS THE GRANT OF THE INSTANT STA SO THAT IT CAN RETURN TO OPERATION AND CONTINUE TO SERVICE ITS LISTENING PUBLIC.
