OREGON PUBLIC BROADCASTING (OPB), THE LICENSEE OF KOPB(AM), EUGENE, OR (FID 841) RECENTLY INSTALLED A NEW NAUTEL TRANSMITTER (FILE NO. BZ-20210108AAE) WHICH IS NOW OPERATING SLIGHTLY OUT OF SPECIFICATIONS. SPECIFICALLY, THE STATION HAS SPURIOUS EMISSIONS AT 1750 KHZ THAT EXCEED ALLOWANCES BY 12 DB ON DAYTIME PATTERN AND 5 DB AT NIGHT PATTERN. THE FIX IS TO INSTALL A FILTER WHICH ARRIVED ON SEPTEMBER 15, 2021, AND OPB PLANS TO HAVE THE FILTER INSTALLED IN TWO TO FOUR WEEKS DEPENDING ON THE AVAILABILITY OF A CONTRACT ENGINEER.

BECAUSE OF THIS ISSUE WITH THE NEW NAUTEL TRANSMITTER, OPB HAD BEEN OPERATING THE STATION UNTIL VERY RECENTLY WITH THE STATIONS OLD BE TRANSMITTER WHICH HAD A CLEAN OUTPUT WITH NO SPURIOUS EMISSIONS. UNFORTUNATELY, HOWEVER, THE OLD TRANSMITTER HAS FAILED AND CANT BE REPAIRED, NECESSITATING OPBS MOVE TO THE NAUTEL BEFORE THE FILTER INSTALL.

BECAUSE THE SPURIOUS EMISSIONS ARE ABOVE THE AM BROADCAST FREQUENCY SPECTRUM, KOPB(AM) IS NOT INTERFERING WITH ANY OTHER BROADCASTERS. AND OPB HAS NOT RECEIVED ANY LISTENER COMPLAINTS.

THE TECHNICAL INFORMATION IS AS FOLLOWS:

THERE IS A STATION ON 1450 KHZ, KEED(AM), THAT ENTERS THE ANTENNA SYSTEM AND MIXES WITH THE SECOND HARMONIC OF KOPB (1600 KHZ X 2 = 3200 KHZ). THE MIX OF THE 3200 KHZ 1450 KHZ, PUTS OUT AN ILLEGAL SPUR AT 1750 KHZ. FCC RULES REQUIRES SPURIOUS PRODUCTS TO BE AT LEAST 80 DB BELOW CARRIER LEVEL AT THE DAYTIME POWER LEVEL OF 5 KW AND TO BE 73 DB BELOW CARRIER LEVEL AT THE NIGHTTIME POWER LEVEL OF 1 KW. THE 1750 KHZ SIGNAL IS 68 DB BELOW CARRIER. THE OLDER TRANSMITTER, A BE, HAS A BUILT-IN MATCHING NETWORK WHICH SUPPRESSES THE 1450 KHZ SIGNAL SUFFICIENTLY. THE NEW NAUTEL DOES NOT HAVE THE ADDITIONAL MATCHING NETWORK. THE NAUTEL OUTPUT FILTER IS NOT NARROW ENOUGH TO SUPPRESS THE 1450 KHZ SIGNAL.
