THIS RADIO FREQUENCY RADIATION STUDY IS BEING CONDUCTED TO DETERMINE WHETHER THIS
PROPOSAL IS IN COMPLIANCE WITH OET BULLETIN NUMBER 65 AND NUMBER 65A, BOTH DATED AUGUST
1997, REGARDING HUMAN EXPOSURE TO RADIO FREQUENCY RADIATION IN THE VICINITY OF BROADCAST TOWERS.
THIS STUDY CONSIDERS ALL NEARBY CONTRIBUTING STATIONS AND UTILIZES THE APPROPRIATE FORMULAS
CONTAINED IN THE OET BULLETIN.
IT IS NOTED THE WBLA TOWER SITE IS CO-LOCATED WITH FM STATION WGQR (FM). THEREFORE,
ALL CO-LOCATED STATIONS ARE CONSIDERED IN THE CONTRIBUTION ANALYSIS AT THE BASE OF THE TOWER.
AM STATION WBLA OPERATES WITH A MAXIMUM POWER OF 5.0 KILOWATTS IN A NON-DIRECTIONAL
MODE ON 1440 KHZ WITH A 189.7/ TOWER. ACCESS TO THE RADIATING STRUCTURE IS LIMITED BY FENCING TO
TO A DISTANCE NOT LESS THAN 4.88 METERS ( 16 FEET). BY REFERENCE TO FIGURE 3, OET BULLETIN #65, A
5.0 KILOWATT STATION WOULD DELIVER 144.8 V/M AND 0.069 A/M AT THE FENCE PERIMETER. SINCE THIS
STATION OPERATES ABOVE 1340 KHZ, THE CONTRIBUTION LEVEL FOR UNCONTROLLED ACCESS IS MORE RESTRICTIVE
AND CONSIDERED WORST CASE. THE WBLA OPERATION CONTRIBUTES 25.3% OF THE ELECTRIC FIELD LIMIT OF
572.2 V/M AND 4.5% OF THE MAGNETIC FIELD LIMIT OF 1.521 A/M AT THE FENCE. SINCE THE ELECTRIC FIELD
CONTRIBUTION IS HIGHER, IT IS CONSIDERED WORST CASE FOR WBLA.
THE AUTHORIZED WGQR ANTENNA SYSTEM IS CO-LOCATED, WITH ITS CENTER OF RADIATION 108
METERS (354 FEET) ABOVE THE GROUND AND OPERATES WITH AN EFFECTIVE RADIATED POWER OF 4.3 KILOWATTS
IN THE HORIZONTAL AND VERTICAL PLANES (CIRCULARLY POLARIZED). AT TWO METERS, THE HEIGHT OF AN
1) CALCULATED FROM THE FCC PROGRAM FMMODEL WITHOUT CONSIDERATION FOR THE NUMBER OF RADIATING ELEMENTS.
THIS LEVEL OCCURS 28.4 METERS FROM THE BASE OF THE TOWER AND IS CONSIDERED WORST CASE.
AVERAGE PERSON, ABOVE THE GROUND AT THE BASE OF THE TOWER THE WGQR ANTENNA SYSTEM WILL
CONTRIBUTE 0.0154 MW. BASED ON EXPOSURE LIMITATIONS FOR A CONTROLLED ENVIRONMENT 1.5% OF THE
ALLOWABLE ANSI LIMIT IS REACHED AT TWO METERS ABOVE THE GROUND AT THE BASE OF THE TOWER. FOR
UNCONTROLLED ENVIRONMENTS, 7.5% OF THE ANSI LIMIT IS REACHED AT TWO METERS ABOVE THE GROUND AT
THE BASE OF THE TOWER.1
BY ADDING THE WORST CASE CONTRIBUTIONS OF THE INDIVIDUAL FACILITIES AT THE FENCE PERIMETER AT
THE BASE OF THE TOWER, WBLA - 25.3%; WGQR - 7.5%, A TOTAL OF LESS THAN 32.8% OF THE ANSI
LIMIT IS REACHED. THIS PROPOSAL IS BELIEVED TO BE IN COMPLIANCE WITH THE RADIO FREQUENCY RADIATION
EXPOSURE LIMITS AS IS REQUIRED BY THE FEDERAL COMMUNICATIONS COMMISSION AT BOTH THE DAYTIME AND
NIGHTTIME TRANSMITTING LOCATIONS.
