FILING INSTRUCTIONS

Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. If a station employment unit employs fewer than five full-time employees, no equal employment opportunity program information need be filed. If a station employment unit is filing a combined report, a copy of the report must be filed with each station's renewal application.

A copy of this report must be kept in the station's public file. These actions are required to obtain license renewal. Failure to meet these requirements may result in sanctions or license renewal being delayed or denied. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

The purpose of this document is to provide broadcast licensees, the FCC, and the public with information about whether the station is meeting equal employment opportunity requirements.

GENERAL POLICY
A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

RESPONSIBILITY FOR IMPLEMENTATION
A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

GROUP A LICENSEE, LLC AND ITS PARENT, ROUTE 81 RADIO, LLC ARE EQUAL OPPORTUNITY EMPLOYERS AND, UNDER THEIR CURRENT MANAGEMENT, HAVE FOLLOWED A CONSISTENT PRACTICE OF OUTREACH TO THEIR STATIONS COMMUNITIES AND WORK FORCES REGARDING BROADCAST CAREER AND JOB OPPORTUNITIES. AS OF THE PAST TWO YEARS, THE STATIONS ARE CONTINUING THOSE EEO EFFORTS, THOUGH THE LICENSEE AND ITS PARENT HAVE DOWNSIZED RATHER THAN EXPANDED, AND NEW JOB OPPORTUNITIES ARE NOT LIKELY IN THE NEAR TERM.

BROAD AND INCLUSIVE OUTREACH HAS BEEN ACHIEVED DURING THE REPORTING PERIOD, FIRST BY INFORMING EMPLOYEES AND RECOGNIZED EMPLOYEE ORGANIZATIONS OF THE STATIONS EEO POLICY AND PROGRAM, AND BY MAKING SURE ALL LEVELS OF MANAGEMENT AND EMPLOYMENT UNIT PERSONNEL UNDERSTAND OUR EEO POLICY, THUS ENSURING EQUAL EMPLOYMENT OPPORTUNITIES AND PREVENTING DISCRIMINATION.

THOUGH THERE WAS NO HIRING OF FULL TIME PERSONNEL DURING THE PERIOD, SAVE FOR THE CHIEF EXECUTIVE OFFICER, WHO WAS RETAINED THROUGH AN EXTENSIVE EXECUTIVE JOB SEARCH, A SYSTEM BY WHICH WE CAN WIDELY DISSEMINATE INFORMATION CONCERNING EACH JOB VACANCY AT EACH STATION WAS ESTABLISHED. VACANCIES WILL BE POSTED WITHIN THE STATION AND ON THE STATIONS WEB PAGE, SENT TO RELEVANT TRADE PERIODICALS, LOCAL NEWSPAPERS, AND OTHER ORGANIZATIONS IN ORDER TO ASSURE THE GREATEST NUMBER OF PEOPLE CAN BE MADE AWARE OF SUCH OPENINGS.

THE LICENSEE CONTACTED AND ESTABLISHED RELATIONSHIPS WITH COMMUNITY GROUPS AND ORGANIZATIONS THAT DISTRIBUTE EMPLOYMENT OPPORTUNITIES TO JOB SEEKERS OR REFERS JOB SEEKERS TO POTENTIAL EMPLOYEES. IT CREATED AND MAINTAINED A MASTER RECRUITMENT SOURCE LIST AND EXPECTS THE LIST OF ORGANIZATIONS WISHING TO RECEIVE NOTIFICATION OF JOB OPENINGS TO GROW NEXT YEAR.

OTHER LONG TERM RECRUITMENT INITIATIVES PERFORMED DURING THIS PERIOD WERE THE ESTABLISHMENT OF A TRAINING PROGRAM THROUGH WHICH WE HAVE SENT VARIOUS EMPLOYEES TO SALES SEMINARS, TECHNICAL WORKSHOPS, AND OTHER CLASSES THAT WILL ENABLE PERSONNEL TO ACQUIRE SKILLS THAT COULD QUALIFY THEM FOR HIGHER LEVEL POSITIONS. ACTIVE MENTORING ASSIGNMENTS ARE PERIODICALLY MADE FOR PROMISING EMPLOYEES. THE STATIONS, USING THE ROUTE 81 RADIO WEB SITE, EDUCATE THE PUBLIC ABOUT CAREER AND JOB OPPORTUNITIES IN BROADCASTING WHICH PREPARES STUDENTS AND OTHERS TO ENTER AND ADVANCE IN SUCH A CAREER.
