RADIOFREQUENCY RADIATION CALCULATION AND ENVIRONMENTAL STATEMENT

THIS RADIOFREQUENCY RADIATION STUDY IS BEING CONDUCTED TO DETERMINE WHETHER THIS PROPOSAL IS IN COMPLIANCE WITH OET BULLETIN NUMBER 65, DATED AUGUST 1997, REGARDING HUMAN EXPOSURE TO RADIOFREQUENCY RADIATION IN THE VICINITY OF BROADCAST TOWERS. THIS STUDY CONSIDERS ALL NEARBY CONTRIBUTING STATIONS AND UTILIZES THE APPROPRIATE FORMULAS CONTAINED IN THE OET BULLETIN.

THE PROPOSED WNOR (FM) IBOC FACILITY WILL USE THE WNOR (FM) AUXILIARY ANTENNA (LICENSE APPLICATION FILE NO. BXLH-20060629ABE) MOUNTED WITH ITS CENTER OF RADIATION 126 METERS ABOVE THE GROUND AND WILL OPERATE WITH AN EFFECTIVE RADIATED POWER OF 0.460 KILOWATTS IN BOTH THE HORIZONTAL AND VERTICAL PLANE (CIRCULARLY POLARIZED). AT TWO METERS, THE HEIGHT OF AN AVERAGE PERSON, ABOVE THE GROUND AT THE BASE OF THE TOWER, THIS PROPOSAL WILL CONTRIBUTE, WORST CASE, 1.936 MICROWATTS/SQ. CENTIMETER OR 0.968% OF THE ALLOWABLE ANSI LIMIT.

THE CO-LOCATED WNOR (FM) MAIN FACILITY ANTENNA IS MOUNTED 155 METERS ABOVE GROUND ON THE SAME TOWER WITH AN EFFECTIVE RADIATED POWER OF 46 KILOWATTS IN BOTH THE HORIZONTAL AND VERTICAL PLANE (CIRCULARLY POLARIZED). AT TWO METERS, THE HEIGHT OF AN AVERAGE PERSON ABOVE THE GROUND AT THE BASE OF THE TOWER, THE WNOR (FM) MAIN FACILITY CONTRIBUTES, WORST CASE, 127.9376 MICROWATTS/SQ. CENTIMETER OR 63.9688% OF THE ALLOWABLE ANSI LIMIT.

ADDING THE RADIOFREQUENCY RADIATION CONTRIBUTION OF THE PROPOSED WNOR (FM) IBOC FACILITY OF 0.968% TO THE CONTRIBUTION OF 63.9688% OF THE CO-LOCATED WNOR (FM) MAIN FACILITY PRODUCES A TOTAL OF 64.9368% OR BELOW THE MAXIMUM CONTRIBUTION OF 100%. ALL CALCULATIONS WERE MADE IN THE UNCONTROLLED MODE.

CO-LOCATED WJOI (AM) OPERATES WITH 1 KW ON 1230 KHZ. THE OET BULLETIN REQUIRES THAT AT THE LICENSED WAVELENGTH, ACCESS BE RESTRICTED TO 1 METER FROM THE AM RADIATOR. BECAUSE WJOI (AM) HAS A SECURITY FENCE RESTRICTING ACCESS TO 4.49 METERS (14.7 FEET) FROM THE RADIATOR, IT IS BELIEVED WJOI (AM) EXCEEDS THE REQUIREMENTS OF OET BULLETIN NUMBER 65.

THIS AM/FM SITE COMPLIES WITH OET BULLETIN NUMBER 65. WARNING SIGNS ARE POSTED ON THE PROTECTIVE FENCE TO WARN OF THE POTENTIAL HAZARD OF RADIOFREQUENCY RADIATION TO CASUAL TRESPASSERS.

THIS AUXILIARY ANTENNA WILL BE LOCATED ON AN EXISTING TOWER CONSTRUCTED BEFORE MARCH 16, 2001. THIS STRUCTURE COMPLIES WITH STIPULATION III, 'COLLOCATION OF ANTENNAS ON TOWERS CONSTRUCTED ON OR BEFORE MARCH 16, 2001' OF THE NATIONWIDE PROGRAMMATIC AGREEMENT FOR THE COLLOCATION OF WIRELESS ANTENNAS. THEREFORE IT IS BELIEVED THIS STRUCTURE IS EXEMPT FROM REVIEW UNDER THE CONSULTATION PROCESS SET FORTH UNDER SUBPART B OF 36 CFR PART 800.

TIDEWATER COMMUNICATIONS, LLC (TIDEWATER), LICENSEE OF WNOR (FM), NORFOLK, VIRGINIA, HEREBY REQUESTS SPECIAL TEMPORARY AUTHORITY (STA) TO OPERATE WNOR (FM), NORFOLK, VIRGINIA, WITH DIGITAL BROADCASTING FACILITIES PURSUANT TO THE PROCEDURES OUTLINED IN USE OF SEPARATE ANTENNAS TO INITIATE DIGITAL FM TRANSMISSIONS APPROVED, DA 04-712, RELEASED MARCH 17, 2004, USING IBIQUITY DIGITAL CORPORATION'S HD RADIO TECHNOLOGY, USING 'IN-BAND/ON-CHANNEL' ('IBOC') TECHNOLOGY.   CONSISTENT WITH THAT PUBLIC NOTICE, TIDEWATER HEREBY SUPPLIES THE FOLLOWING INFORMATION IN SUPPORT OF THIS REQUEST:

1. TIDEWATER HOPES TO BEGIN DIGITAL BROADCASTS ON JUNE 30, 2006, OR ON THE DATE THE COMMISSION ACTS ON THIS REQUEST FOR STA;

2. TIDEWATER CERTIFIES THAT THE IBOC FACILITIES CONFORM TO THE IBIQUITY HYBRID SPECIFICATIONS;

3. THE NAME AND TELEPHONE NUMBER OF A TECHNICAL REPRESENTATIVE THE COMMISSION CAN CALL IN THE EVENT OF INTERFERENCE IS DON CROWDER, CHIEF OPERATOR, (757) 366-9900;

4. THE TRANSMITTER POWER OUTPUT ('TPO') FOR THE ANALOG TRANSMITTER IS 24.5 KW AND THE TPO FOR THE DIGITAL TRANSMITTER IS 0.660 KW.

5. TIDEWATER CERTIFIES THAT ANALOG EFFECTIVE RADIATED POWER REMAINS AS AUTHORIZED.

6. TIDEWATER CERTIFIES THAT THE INTERIM OPERATION WOULD NOT CAUSE HUMAN EXPOSURE TO LEVELS OF RADIOFREQUENCY RADIATION IN EXCESS OF SECTION 1.1310 OF THE COMMISSION'S RULES AND IS THEREFORE CATEGORICALLY EXCLUDED FROM ENVIRONMENTAL PROCESSING PURSUANT TO SECTION 1.1306(B);

7. THE GEOGRAPHIC COORDINATES AND ELEVATION DATA ARE SET FORTH ABOVE. THERE IS ON FILE AN APPLICATION (FILE NO. BXLH-20060629ABE) TO COVER AUXILIARY ANTENNA CONSTRUCTION PERMIT FILE NO. BMXPH-20060627ABN WHICH WILL BE USED FOR THE AUXILIARY ANTENNA TO BE EMPLOYED FOR DIGITAL TRANSMISSIONS; AND
