RF WORKSHEET #1 ASSOCIATED WITH FCC FORM 301, IS IN FULL
COMPLIANCE WITH THE CONTROLLED/OCCUPATIONAL RF LIMITS. HOWEVER,
WORKSHEED CALCULATIONS INDICATE THAT IT IS NOT IN COMPLANCE
WITH THE UNCONTROLLED/GENERAL POPULATION LIMITS.

WHILE THE BASE OF THE TOWER IS FENCED AND SIGNED, THE FENCE IS NOT ADAQUATE TO BRING THE PROPOSED FACILITY INTO COMPLAINCE.

AN ENVIORNMENTAL EVALUATION OF THE SITE OF THE PROPOSED ANTENNA LOCATION INDICATES IT IS VERY REMOTELY LOCATED IN RURAL NEW MEXICO DESERT LAND. IT IS LOCATED ON AN UNIMPROVED OIL FIELD SERVICE ROAD, 1.7 KM FROM THE NEAREST PAVED ROAD (N.M. STATE HWY. 529). IT IS
2.8 KM FROM THE NEAREST INHABITED DWELLING AND 12.5 KM FROM THE
NEAREST INHABITED COMMUNITY (BUCKEYE, M.M.)

THERE ARE NO PUBLIC FACILITY LOCATED ANY PLACE NEAR THE PROPOSED
SITE THAT WOULD ATTRACT MEMBERS OF THE GENERAL PUBLIC TO THIS
HARSH ENVIORNMENT. THERE ARE NO FOOT PATHS VISABLE TO INDICATE
THERE HAVE EVER BEEN OCCURENCES OF REGULAR HIKERS IN THE AREA
AND NO INDICATONS OF CAMPSITES. IN THE EVENT OF AN OCCASIONAL
VISIT TO THE AREA BY A MEMBER OF THE GENERAL PUBLIC, WITH NO
FACILITIES, IT IS NOT BELIEVED THAT THEY WOULD LINGER IN THE AREA
LONG ENOUGH TO BE EFFECTED BY RADIATION LEVELS. THE APPLICANT
WILL PROVIDE ADDITIONAL WARNING SIGNS TO INFORM ANY SUCH INDIVIDUAL
OF THE POTENTIAL FOR HIGH RF RADIATION LEVES.

THAT BEING SAID, IT IS THE DEIRE OF THE APPLICANT TO ELIMINATE THE
POTENTIAL FOR AN RF HAZARD TO THE PUBLIC. THEREFORE, WE PROPOSE
THE USE OF A MODERN ANTENNA DESIGNE WHICH WILL DEMINISH THE DOWNWARD
RADIATION OF THE ANTENNA TO BRING THE FACILITY INTO DEMONSTRAITABLE
COMPLIANCE.

THE APPLICANT HEREBY PROPOSES THE USE OF A SYSTEMS WITH RELIABILITY,
