7.11. Environmental Protection Act.    The proposed facility is excluded from environmental processing under 47. C.F.R. Section 1.1306 (i.e., The facility will not have a significant environmental impact and complies with the maximum permissible radiofrequency electromagnetic exposure limits for controlled and uncontrolled environments). Unless the applicant can determine compliance through the use of the RF worksheets in Appendix A, an Exhibit is required.

By checking "Yes" above, the applicant also certifies that it, in coordination with other users of the site, will reduce power or cease operation as necessary to protect persons having access to the site, tower or antenna from radiofrequency electromagnetic exposure in excess of FCC guidelines.
Yes No

See Explanation in
[Exhibit 3]
8. Please explain in detail the "extraordinary circumstances" which warrant temporary operations at variance from the Commission's Rules. In addition, please specify 1)the specific rules and/or policies from which the applicant seeks temporary relief; 2) how the public interest will be furthered by grant; and 3) the expected duration of the STA and the licensee's plan for restoration of licensed operation. If requesting variance with other than authorized technical facilities, please specify the exact facilities sought. [Exhibit 4]
9. Anti-Drug Abuse Act Certification. Applicant certifies that neither applicant nor any party to the application is subject to denial of federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988, 21 U.S.C. Section 862. Yes No

I certify that I have prepared Engineering Data on behalf of the applicant, and that after such preparation, I have examined and found it to be accurate and true to the best of my knowledge and belief.

Description:
RF EXPOSURE STATEMENT

THE APPLICANT REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE WGEM-FM AT VARIANCE WITH THE STATIONS LICENSED POWER AND ANTENNA HEIGHT USING AN ALTERNATE ANTENNA SYSTEM. OPERATION OF THE SPECIFIED TEMPORARY FACILITIES ON CHANNEL 286 (105.1 MHZ) WILL NOT RESULT IN GROUND LEVEL POWER DENSITY CONTRIBUTIONS EXCEEDING THE RF RADIATION EXPOSURE LIMITS SPECIFIED IN 47 CFR SECTION 1.1310 OF THE COMMISSIONS RULES. THE MAXIMUM PERMISSIBLE EXPOSURE (MPE) LIMITS FOR FM FREQUENCIES ARE 200 AND 1,000 MICROWATTS PER CENTIMETER SQUARED FOR GENERAL (UNCONTROLLED) AND OCCUPATIONAL (CONTROLLED) EXPOSURE, RESPECTIVELY. COMPLIANCE WITH THESE LIMITS HAS BEEN ESTABLISHED BASED ON A 'WORST CASE' ESTIMATION OF GROUND LEVEL EXPOSURE USING THE COMMISSIONS FM MODEL ANALYSIS SOFTWARE, VERSION 2.10 BETA, WHICH WAS DEVELOPED TO CALCULATE POWER DENSITY LEVELS ACCESSIBLE AT LOCATIONS TWO METERS ABOVE GROUND FOR CERTAIN APPROVED FM ANTENNA TYPES.

THE ANTENNA TO BE EMPLOYED FOR TEMPORARY OPERATION IS AN ERI MODEL LPX-2C. IT IS A ROTOTILLER(TM) SERIES 2 BAY (FULL-WAVE SPACED) ANTENNA THAT IS CIRCULARLY POLARIZED . THE ANTENNA CENTER OF RADIATION WILL BE 166 METERS ABOVE GROUND. SINCE THE ERI 'ROTOTILLER' FM ANTENNA IS CLASSIFIED BY THE COMMISSION AS A CATEGORY TYPE 3 RADIATOR, IT IS APPROVED FOR EVALUATION USING THE FM MODEL SOFTWARE. INCLUDED AS AN ATTACHMENT TO THIS EXHIBIT IS A POWER DENSITY VERSUS DISTANCE GRAPH DEMONSTRATING THAT THE GROUND LEVEL EXPOSURE MAXIMUM IS PREDICTED TO BE 2.0 MICROWATTS PER CENTIMETER SQUARED AT A HORIZONTAL DISTANCE OF 110 METERS FROM THE TOWER BASE. SINCE THIS WORST CASE EXPOSURE ESTIMATE IS LESS THAN 5% OF THE MPE LIMITS FOR BOTH UNCONTROLLED AND CONTROLLED EXPOSURE, NO FURTHER EVALUATE OF THE GROUND LEVEL CONDITIONS REGARDING OTHER RF CONTRIBUTORS IS REQUIRED.

APPROPRIATE CONTROLS FOR LIMITING ACCESS TO THE ANTENNA STRUCTURE SUCH AS WARNING SIGNS AND FENCING ARE ALREADY BEING UTILIZED AT THE SITE. ADDITIONALLY, AT HIGHER ELEVATIONS ON THE ANTENNA STRUCTURE WORKERS WILL BE PROTECTED FROM EXCESSIVE EXPOSURE TO RF FIELDS IN ACCORDANCE WITH THE METHODS RECOMMENDED IN OET BULLETIN NO. 65, VERSION 97-01. PREVENTATIVE STEPS TO AVOID EXCESSIVE EXPOSURE DURING SUCH WORK WILL INCLUDE REDUCING POWER OR SHUTTING DOWN FACILITIES AS NECESSARY.

REQUEST FOR STA

THE INSTANT STA TO OPERATE WGEM-FM, QUINCY, ILLINOIS (FIN 54281) WITH REDUCED POWER AND A TEMPORARY ANTENNA IS NEEDED SO THAT THE LICENSEE MAY REPLACE THE PRIMARY ANTENNA FOR WGEM-FM WITH A NEW ANTENNA. A NEW PRIMARY ANTENNA IS NEEDED BECAUSE THE LICENSEE RECENTLY DISCOVERED THAT THE OLD PRIMARY ANTENNA PERMITS RAIN WATER TO LEAK INSIDE THE TRANSMISSION LINE BETWEEN THE ANTENNA BAYS AND INTO THE BAYS. A GRANT OF THE INSTANT STA WILL SERVE THE PUBLIC INTEREST AS IT WILL PERMIT THE LICENSEE TO CONTINUE SERVING WGEM-FM LISTENERS WHILE A NEW PRIMARY ANTENNA IS ORDERED AND INSTALLED.
