CIRCUMSTANCES RESULTING IN STA REQUEST

WICHITA STATE UNIVERSITY RESPECTFULLY REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE AN EMERGENCY ANTENNA FOR STATION KMUW. THE STATION RECENTLY COMPLETED A TRANSMITTER SITE MOVE, INCLUDING A CHANGE TO A NEW DIRECTIONAL ANTENNA. SINCE GOING ON AIR WITH THE NEW ANTENNA, KMUW HAS EXPERIENCED A SIGNIFICANT LOSS OF SIGNAL, INCLUDING AREAS OF THE CITY OF LICENSE. THE ANTENNA MANUFACTURER, SHIVELY LABS AND THE APPLICANT ARE CONDUCTING DIAGNOSTIC AND FIELD STRENGTH TESTS TO ISOLATE THE PROBLEM.

UNTIL THE CAUSE OF THE ANTENNA PROBLEM IS IDENTIFIED AND REPAIRED, KMUW WISHES TO TRANSMIT USING A 6-BAY PSI OMNI-DIRECTIONAL ANTENNA AT 122.8 METERS (403') ABOVE GROUND ON THE SAME TOWER AS THE LICENSED ANTENNA. A TPO OF 34 KW, LINE EFFICIENCY OF 86.7% AND AN ANTENNA GAIN OF 3.05 RESULTS IN AN ERP OF 90 KW FOR THE TEMPORARY OPERATION OF KMUW. CITY OF LICENSE COVERAGE WILL BE MAINTAINED BY THE NEW FACILITY. ALSO THE PROPOSED 60 DBU CONTOUR IS ENTIRELY INSIDE THAT OF THE EXISTING LICENSED FACILITY. PLEASE SEE ATTACHED 60 DBU COVERAGE MAP.
