EXTRAORDINARY CIRCUMSTANCES WHICH WARRANT TEMPORARY OPERATIONS

THE APPLICANT REQUESTS AN EXTENSION OF ITS SPECIAL TEMPORARY AUTHORITY TO OPERATE STATION WJFP(FM) WITH TEMPORARY FACILITIES AFTER LOSING THE LEASE FOR ITS LICENSED SITE. AS REPORTED PREVIOUSLY, ALTHOUGH WJFP HOLDS A CONSTRUCTION PERMIT FOR A NEW SITE (BPED-19990727IA), THESE FACILITIES CANNOT BE CONSTRUCTED UNTIL AN EXISTING ANALOG TV TRANSMITTING ANTENNA IS REMOVED FROM THE TOWER AFTER THE FEBRUARY 2009 DIGITAL CONVERSION DATE.

THE APPLICANT, THEREFORE, RESPECTFULLY REQUESTS THAT ITS AUTHORITY TO OPERATE FROM THE CONSTRUCTION PERMIT SITE WITH REDUCED POWER AND ANTENNA HEIGHT BE EXTENDED UNTIL SOMETIME AFTER THE FEBRUARY 2009 DIGITAL CONVERSION DATE. THE SPECIAL TEMPORARY AUTHORITY OPERATING PARAMETERS APPROVED FALL WHOLLY WITHIN THE WJFP LICENSED AND AUTHORIZED CONSTRUCTION PERMIT VALUES. ADDITIONALLY, THE SPECIAL TEMPORARY AUTHORITY 60 DBU CONTOUR DOES NOT EXCEED EITHER THE LICENSED OR AUTHORIZED CONSTRUCTION PERMIT CONTOURS.
