RF EXPOSURE STATEMENT

THE APPLICANT REQUESTS SPECIAL TEMPORARY AUTHORITY TO OPERATE WGEM-FM AT VARIANCE WITH THE STATIONS LICENSED POWER AND ANTENNA HEIGHT USING AN ALTERNATE ANTENNA SYSTEM. OPERATION OF THE SPECIFIED TEMPORARY FACILITIES ON CHANNEL 286 (105.1 MHZ) WILL NOT RESULT IN GROUND LEVEL POWER DENSITY CONTRIBUTIONS EXCEEDING THE RF RADIATION EXPOSURE LIMITS SPECIFIED IN 47 CFR SECTION 1.1310 OF THE COMMISSIONS RULES. THE MAXIMUM PERMISSIBLE EXPOSURE (MPE) LIMITS FOR FM FREQUENCIES ARE 200 AND 1,000 MICROWATTS PER CENTIMETER SQUARED FOR GENERAL (UNCONTROLLED) AND OCCUPATIONAL (CONTROLLED) EXPOSURE, RESPECTIVELY. COMPLIANCE WITH THESE LIMITS HAS BEEN ESTABLISHED BASED ON A 'WORST CASE' ESTIMATION OF GROUND LEVEL EXPOSURE USING THE COMMISSIONS FM MODEL ANALYSIS SOFTWARE, VERSION 2.10 BETA, WHICH WAS DEVELOPED TO CALCULATE POWER DENSITY LEVELS ACCESSIBLE AT LOCATIONS TWO METERS ABOVE GROUND FOR CERTAIN APPROVED FM ANTENNA TYPES.

THE ANTENNA TO BE EMPLOYED FOR TEMPORARY OPERATION IS AN ERI MODEL LPX-2C. IT IS A ROTOTILLER(TM) SERIES 2 BAY (FULL-WAVE SPACED) ANTENNA THAT IS CIRCULARLY POLARIZED . THE ANTENNA CENTER OF RADIATION WILL BE 166 METERS ABOVE GROUND. SINCE THE ERI 'ROTOTILLER' FM ANTENNA IS CLASSIFIED BY THE COMMISSION AS A CATEGORY TYPE 3 RADIATOR, IT IS APPROVED FOR EVALUATION USING THE FM MODEL SOFTWARE. INCLUDED AS AN ATTACHMENT TO THIS EXHIBIT IS A POWER DENSITY VERSUS DISTANCE GRAPH DEMONSTRATING THAT THE GROUND LEVEL EXPOSURE MAXIMUM IS PREDICTED TO BE 2.0 MICROWATTS PER CENTIMETER SQUARED AT A HORIZONTAL DISTANCE OF 110 METERS FROM THE TOWER BASE. SINCE THIS WORST CASE EXPOSURE ESTIMATE IS LESS THAN 5% OF THE MPE LIMITS FOR BOTH UNCONTROLLED AND CONTROLLED EXPOSURE, NO FURTHER EVALUATE OF THE GROUND LEVEL CONDITIONS REGARDING OTHER RF CONTRIBUTORS IS REQUIRED.

APPROPRIATE CONTROLS FOR LIMITING ACCESS TO THE ANTENNA STRUCTURE SUCH AS WARNING SIGNS AND FENCING ARE ALREADY BEING UTILIZED AT THE SITE. ADDITIONALLY, AT HIGHER ELEVATIONS ON THE ANTENNA STRUCTURE WORKERS WILL BE PROTECTED FROM EXCESSIVE EXPOSURE TO RF FIELDS IN ACCORDANCE WITH THE METHODS RECOMMENDED IN OET BULLETIN NO. 65, VERSION 97-01. PREVENTATIVE STEPS TO AVOID EXCESSIVE EXPOSURE DURING SUCH WORK WILL INCLUDE REDUCING POWER OR SHUTTING DOWN FACILITIES AS NECESSARY.
