ENVIRONMENTAL STATEMENT

THE PROPOSED TEMPORARY FM FACILITY HAS BEEN EVALUATED IN TERMS OF POTENTIAL RADIOFREQUENCY ELECTROMAGNETIC FIELD EXPOSURE AT GROUND LEVEL IN ACCORDANCE WITH OET BULLETIN NO. 65, EVALUATING COMPLIANCE WITH FCC SPECIFIED GUIDELINES FOR HUMAN EXPOSURE TO RADIOFREQUENCY ELECTROMAGNETIC FIELDS (OET BULLETIN 65, SECOND EDITION 97-01, AUGUST, 1997). THE COMMISSIONS FM MODEL POWER DENSITY PREDICTION PROGRAM WAS EMPLOYED TO DETERMINE THE FIELD. THE INSTANTLY PROPOSED TOWER SHALL HOUSE THE PERMITTED FACILITIES OF KEZJ-FM 239C1 TWIN FALLS, ID, AND THE INSTANTLY PROPOSED TEMPORARY KSNQ(FM) FACILITIES USING A COMBINED ANTENNA. KSNQ(FM) AND KEZJ-FM SHALL BE COMBINED INTO AN ERI OR JAMPRO 'ROTOTILLER' ANTENNA WITH 10 SECTIONS AND 0.75 WAVELENGTH SPACING WITH A CORAGL OF 64 METERS AND AN ERP OF 100 KW FOR KEZJ-FM AND 86 KW FOR KSNQ(FM). THE HIGHEST PREDICTED POWER DENSITY 2 METERS ABOVE GROUND EMITTED FROM THE KSNQ/KEZJ-FM ANTENNA IS LESS THAN 3.65% OF THE UNCONTROLLED STANDARD WITH A POWER DENSITY OF 7.3 MICROWATTS PER SQUARE CENTIMETER 58 METERS FROM THE BASE OF THE TOWER.

EVEN THOUGH THE SITE WILL FULLY COMPLY WITH THE UNCONTROLLED SITE STANDARDS, ACCESS TO THE TRANSMITTING SITE WILL BE RESTRICTED AND APPROPRIATELY MARKED WITH WARNING SIGNS. WHEN IT BECOMES NECESSARY FOR WORKERS TO ASCEND THE TOWER, APPROPRIATE MEASURES, SUCH AS REDUCTION OR SHUT DOWN OF POWER IF NECESSARY, SHALL BE TAKEN TO ENSURE THAT THE HUMAN EXPOSURE TO RADIOFREQUENCY RADIATION WILL NOT EXCEED THE FCC GUIDELINES.

EXTRAORDINARY CIRCUMSTANCES WHICH WARRANT TEMPORARY OPERATIONS

APPLICANT ACQUIRED STATION KSNQ(FM) ON SEPTEMBER 5, 2008, FROM INTERMART BROADCASTING TWIN FALLS, INC., PURSUANT TO AN ASSIGNMENT APPLICATION, WHICH WAS GRANTED ON AUGUST 5, 2008 (FILE NO. BALH-20080423ADZ). APPLICANT RECENTLY DISCOVERED THAT THE STATION'S ACTUAL ANTENNA HEIGHT OF 1370 M AMSL DOES NOT MATCH THE HEIGHT OF THE FACILITIES SPECIFIED IN ITS LICENSE OF 1361 M AMSL (FILE NO. BLH-20041119ADY). IN AN APPLICATION FOR MINOR MODIFICATION OF LICENSE, APPLICANT HAS REQUESTED AUTHORIZATION TO OPERATE AT THE ACTUAL 1370 M AMSL ANTENNA HEIGHT (FILE NO. BPH - 20080429AAE) WITH AN ERP OF 100 KW. ONCE THE MINOR CHANGE HAS BEEN GRANTED, APPLICANT WILL FILE AN APPLICATION FOR LICENSE.

IN THE MEANTIME, THE APPLICANT HAS DETERMINED THAT BY OPERATING AT THE ACTUAL HEIGHT (1370 M AMSL) WITH A REDUCED ERP OF 86 KW, THE F(50,50) 60 DBU CONTOUR DOES NOT EXCEED THE STATION'S CURRENTLY LICENSED F(50,50) 60 DBU CONTOUR. A MAP DEMONSTRATING SUCH COMPLIANCE IS ATTACHED. THE APPLICANT PROPOSES OPERATIONS AT THIS REDUCED ERP UNTIL THE MINOR CHANGE CONSTRUCTION PERMIT HAS BEEN GRANTED AND THE STATION COMMENCES PROGRAM TESTS THEREUNDER.
