PURPOSE OF STA

KLTA AND COMMONLY OWNED KPFX(FM) - FARGO, NORTH DAKOTA OPERATE USING A SHARED ANTENNA. ON SEPTEMBER 12, 2008 A PORTION OF THE TRANSMISSION LINE FEEDING THIS SHARED ANTENNA FAILED, FORCING BOTH STATIONS TO CEASE OPERATION. THE DAMAGED PORTION OF THIS TRANSMISSION LINE HAS BEEN TEMPORARILY REPLACED WITH A PIECE OF TRANSMISSION LINE WHICH IS INCAPABLE OF HANDLING THE FULL POWER NECESSARY TO PERMIT BOTH KLTA AND KPFX TO OPERATE AT THEIR FULL LICENSED POWERS AND BOTH STATIONS HAVE BEEN RETURNED TO THE AIR AT REDUCED POWER (SEE STA-20081001ABE AND BSTA-20081001ABD). KLTA IS PRESENTLY OPERATING WITH A TRANSMITTER POWER OUTPUT OF 15 KILOWATTS OR LESS, WHICH YIELDS AN EFFECTIVE RADIATED POWER NOT EXCEEDING 81.5 KILOWATTS, AS OPPOSED TO THE LICENSED VALUE OF 100 KILOWATTS. A NEW ANTENNA AND TRANSMISSION LINE HAVE BEEN ORDERED BUT DUE TO WINTER WEATHER CONDITIONS IN FARGO, NORTH DAKOTA INSTALLATION IS NOT EXPECTED TO TAKE PLACE UNTIL LATE MARCH 2009 AT THE EARLIEST. AN EXTENSION OF KLTA AND KPFX SPECIAL TEMPORARY AUTHORITY IS THEREFORE RESPECTFULLY REQUESTED.
